The Senior Program Manager, CIP Project Delivery will be accountable for contract oversight, management, administration, and technical direction for multiple concurrent AE, Construction, and Collaborative Delivery contracts. The position may serve as the Contracting Officer Technical Representative (COTR) for Engineering CIP Projects and/or Lifecycle Project Manager for various/multiple Collaborative Project Delivery (CPD) projects. The position may have additional responsibility to manage and coach Project Management staff assigned to support the day-to-day compliance with the contract terms and conditions. The position is expected to carry out assignments independently, to include interpreting policies and regulations and coordinating work with others.

Essential Duties & Responsibilities:

For the purposes of this part, the term “practice of engineering” means the application of special knowledge of the mathematical, physical and engineering sciences and the methods of engineering analysis and design in the performance of services and creative work including consultation, investigation, expert technical testimony, evaluation, planning, design and design coordination of engineering works and systems, planning the use of land and water, performing engineering surveys and studies, and the review of construction for the purpose of monitoring compliance with drawings and specifications, in connection with any utilities, structures, buildings, machines, equipment, processes, work systems, projects, and industrial or consumer products, or equipment of a control systems, communications, mechanical, electrical, hydraulic, pneumatic, or thermal nature, that may involve safeguarding life, health, or property, and including such other professional services as may be necessary to the planning, progress, and completion of any engineering services.

  • Provides contract management oversight as the Contracting Officer Technical Representative (COTR) for Architectural or Engineering (AE), Construction, and Collaborative Delivery contracts.

  • Monitors and reports on planning, design and construction project schedules, budgets, purchase order sufficiency and invoicing, and take corrective actions to comply with established standards and SOP when necessary.

  • Manages contract deliverables for quality and accuracy.

  • Manages the Owner’s Advisor (OA) and lifecycle Project Manager assigned by Program Management to support collaborative delivery contracts.

  • Assists the Contracting Officer with Claims and Disputes Management.

  • Manages the timely preparation and approval of contract modifications (e.g., Change Orders and Supplemental Agreements) in accordance with DC Water standards.

  • Prepares consultant/contractor performance evaluation.

  • Develops strategies for continuous improvements, change management, and work with staff to implement policy and procedural changes.

  • Responsible for the project management for overall project controls including planning, project/contract status reporting, cost, quality, and schedule management.

  • Manages internal and/or external matrixed Project Management and Program Management consultant staff assigned to the contract from concept through construction closeout.

  • Provides appropriate technical direction in the administration of assigned contract(s) and will coordinate with engineer of record (EOR) for all design changes to the plans and specifications, as applicable.

  • Reviews standards for design and participates in the development of new standards.

  • Provides technical guidance in interpreting codes, standards, and contract documents.

  • Performs other related duties as assigned at the discretion of the immediate supervisor.

Key Working Relationships: The incumbent interacts with co-workers in the department and throughout DC Water, contractors, consultants, and other government and private agencies when needed.

Required ExperienceMinimum 7 years of progressive engineering experience related to contract management and administration, and CIP planning, design, construction projects, management of budget, schedules, resources.Minimum Education Requirements:Bachelor’s degree in CivilMechanical/Structural/Electrical Engineering or other related engineering discipline from an ABET accredited curriculum or an ABET equivalent.Required Skills & Proficiency LevelsKnowledge of engineering design of major water, sewer and wastewater treatment facilities.Knowledge with construction management practices and methods.Knowledge of Progressive Design Build (PDB) and Construction Manager at Risk (CMAR) collaborative delivery methods.Knowledge of federal, local, and industry engineering codes and standards. Knowledge of engineering software applications. The person in this position may be subject to noise, and to hazards from a variety of physical conditions. The person in this position may be subject to atmospheric conditions that affect the respiratory system or skin such as fumes, odors, dust, mist, gases or poor ventilation, or to exposure to oils or other chemicals on construction sites and at plant locations.
