Leidos is seeking a highly experienced Senior Program Manager with over 10 years of proven success leading and delivering complex IT projects within a Department of Defense (DoD) contracting environment. The ideal candidate is experienced with Identity Credential, and Access Management solutions, excels in managing cross-functional teams, and has a strong track record of delivering mission-critical solutions on time, within scope, and within budget. Plan, organize, secure, and manage resources to bring about the successful completion of specific project goals and objectives. Partners with project stakeholders, internal customers, external vendors, and cross-functional teams.
Facilitates a cross-functional team to execute on defined deliverables and drives key decisions. Common deliverables typically include the project plan, requirements documents, work activities, project schedule, risk register, communication plan, resource plan, risk management plan, procurement plans, project budget, quality control plan, status updates, reporting, and tracking.
Use industry recognized/generally accepted PM knowledge (PMI methodologies), skills, tools and techniques to achieve a project's stated objectives. Typically works independently to deliver content or decisions that define final project deliverables.
Coordinate planning, organization, control, integration and completion of engineering projects within area of assigned responsibility. The PM will serve as liaison between project management and planning, project team, and line management. Reviews status of projects and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develop mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients.
Responsibilities:
Responsible for management of all contract activities that impact Leidos’ ability to meet the Government’s requirements.
Allocate and manage program resources, including staffing, facilities, budgets, recruitment and training (direct and indirect) on the contract.
Review and present the Integrated Program Baseline (resource loaded schedule) to the Government.
Review and approve Estimate to Complete, Contract Data Requirements (CDR) and other financial reports based on contractual requirements.
Review risk and risk mitigation activities and report status to the Contracting Officer’s Representative (COR).
Prepare program status reviews and other formal reviews to be presented to the Government PM. Communicate issues and solutions to the Government PM.
Ensure compliance with all regulatory and administrative requirements imposed by the contract in coordination with the Contractor’s contracts staff.
Review all financial and technical reports before release to the Government.
Ensure cross-discipline integration within the contract to meet Government needs.
Oversee financial performance, including Earned Value Management (EVM), Estimates to Complete (ETC), funds and labor reporting, and review/approval of all required financial deliverables.
Mentor mid-level and junior staff.
Basic Requirements:
Requires a PMP (Project Manager Professional) Certification
Final DoD Top Secret Clearance
Minimum Bachelor’s Degree from accredited college or university and 12+ years experience as a program or project manager in managing programs and contracts of similar scope, type, and complexity is required.
Direct experience in managing multi-task contracts and subcontracts of various types and complexity, as well as experience in leading a multi-vendor environment is required.
Knowledge of PMI processes, methods and procedures.
Demonstrated problem solving and analytical thinking skills.
Must be able to follow the PMBOK and ITIL service delivery standards
Preferred Requirements:
Knowledgeable of the guidelines provided by the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), DoD 5000 series, and ICD 801 policies.
Understanding of agile software development, enterprise service operations, sustainment, support, and integration, ICAM/IdAM, and Zero Trust.
Related professional certifications as CISSP, CCSP, CISM, CISA, CRISC, CGEIT, FICAM training, CompTIA Security+, CompTIA CASP+, vendor IAM certifications (e.g., Microsoft SC-300), Zero Trust

Pay Range $154,050.00 - $278,475.00
