LEAP Program Description

Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About the Position

The Senior Program Management Advisor: Ebola Preparedness Portfolio Oversight will provide strategic program management and coordination support to the U.S. Department of State Senior Project Management Specialist responsible for oversight of the Ebola Preparedness portfolio in Kenya. The Advisor will support the Department of State and Kenya National Public Health Institute in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.

The Advisor will support effective oversight of U.S. Government Ebola preparedness investments implemented through eight implementing partners supporting the Kenya National Public Health Institute (NPHI). The assignment will strengthen portfolio coordination, enhance partner accountability, improve program performance monitoring, facilitate evidence-based decision-making, and support efficient utilization of program resources.

Working closely with the Department of State, NPHI, implementing partners, and other U.S. Government agencies, the Advisor will help ensure partner activities remain aligned with national Ebola preparedness priorities, approved workplans, and Department of State strategic objectives while strengthening coordination across technical partners and government institutions.

The Advisor will provide direct support to the Senior Project Management Specialist and contribute to routine portfolio reviews, partner performance monitoring, financial oversight, risk identification, and strategic reporting.

The assignment spans approximately 6 months.

Responsibilities

Technical Area

Core Mandate

Portfolio Coordination and Partner Engagement

Coordinate engagement across the eight implementing partners; convene and facilitate coordination meetings; track and follow up on action items; identify and help resolve implementation bottlenecks; and support harmonization of partner workplans with national Ebola preparedness priorities.

Program Performance Monitoring

Develop and maintain portfolio monitoring systems, including performance dashboards, milestone tracking tools, and key performance indicators (KPIs); identify emerging risks; and recommend corrective actions to ensure programmatic objectives remain on track.

Financial Monitoring and Budget Utilization

Monitor budget execution and expenditure trends, including funding pipeline analysis, across implementing partners; flag deviations from approved budgets; and recommend corrective actions to ensure efficient and accountable use of program resources.

Strategic Planning and Program Management Support

Support development and refinement of work plans, implementation schedules, and milestone tracking mechanisms; monitor programmatic risks; and contribute to periodic portfolio reviews to inform strategic decision-making.

Reporting, Data Analytics and Decision Support

Prepare dashboards, executive briefings, portfolio analyses, standardized reporting templates, and presentation materials to support timely, evidence-based decision-making by Department leadership.

Stakeholder Coordination and Government Engagement

Facilitate coordination among the Department of State, the Kenya National Public Health Institute (NPHI), implementing partners, and relevant U.S. Government agencies and international organizations, including the Centers for Disease Control and Prevention (CDC), as well as relevant Government of Kenya stakeholders.

REPORTING

The Program Management Advisor will provide a detailed monthly report to the U.S. Department of State at the end of each month. Additionally, the Advisor may be required to submit additional reports at the discretion of the U.S. Department of State and LEAP Global. The format for reporting may be adjusted with concurrence from the COR.

Qualifications

  • Master's degree (or higher) in Public Health, Global Health, Health Systems Management, Epidemiology, or a closely related health field required.
  • Minimum 8 years of progressively responsible experience in public health program management, including demonstrated expertise managing donor-funded awards, grants, or cooperative agreements and overseeing multiple implementing partners.
  • Demonstrated experience in emergency preparedness and response settings (e.g., outbreak response, health security, or high-consequence infectious disease programs such as Ebola or COVID-19).
  • Proven track record in portfolio coordination, partner performance monitoring, financial oversight, and risk management across complex, multi-partner health programs.
  • Familiarity with U.S. Government funding mechanisms, reporting requirements, and compliance standards required.
  • Strong analytical skills, including experience developing monitoring frameworks, dashboards, and KPIs for donor-funded programs.
  • Demonstrated ability to engage effectively with U.S. Government agencies, international organizations, and host-government institutions; experience with national public health institutions or ministries of health strongly preferred.
  • Excellent written and oral communication skills, with the ability to prepare executive-level briefings and reports for senior decision-makers.
  • Prior experience in Kenya or the East Africa region preferred.
  • Availability for up to 25% travel and ability to begin work within 2 weeks of award.
