Responsibilities

The Senior Program Director supports the Country Director in providing strategic, programmatic, and operational leadership for Jhpiego Philippines country office. The role ensures high-quality program implementation, compliance with donor and national regulations, and alignment with organizational strategy. The SPD often serves as the second-in-command and may act on behalf of the Country Director when required.

RESPONSIBILITIES:

Strategic Leadership and Program Oversight

  • Support the development and execution of the country strategy in alignment with global priorities.
  • Provide oversight to program implementation to ensure quality, impact, and timely delivery.
  • Promote adaptive management, innovation, and evidence-based programming.
  • Ensure integration across sectors (e.g., women’s cancer, immunization, surveillance, MNCHN, SRH).

Representation and External Relations

  • Represent Jhpiego Philippines with government agencies, donors, partners, and stakeholders.
  • Strengthen partnerships with local organizations, NGOs, and networks.
  • Participate in coordination platforms and technical working groups.

Program Management

  • Oversee project performance against targets, work plans, and budgets.
  • Ensure strong Monitoring, Evaluation, and Learning (MEL) systems are in place.
  • Lead regular program reviews and performance improvement initiatives.
  • Ensure compliance with donor requirements (e.g., USAID, UN agencies).

Team Leadership & Organizational Development

  • Supervise and mentor senior program and operations staff.
  • Foster a high-performing, inclusive, and accountable organizational culture.
  • Support workforce planning, capacity building, and succession planning.
  • Promote staff engagement and well-being.

Business Development and Growth

  • Identify funding opportunities and lead strategic resource mobilization.
  • Oversee proposal development and donor engagement strategies.
  • Strengthen organizational positioning and visibility in-country.

Acting Country Director Role

  • Serve as Officer-in-Charge in the absence of the Country Director.
  • Ensure continuity of leadership, decision-making, and external representation.

Required Qualifications

Education and Qualification:

  • Master’s degree in public health, Development Studies, Business Administration, International Relations, or related field.
  • Minimum 8–12 years of progressive experience in international development or NGO management.
  • At least 5 years in a senior leadership or management role.
  • Experience managing donor-funded programs (e.g., USAID, Global Fund, UN).
  • Experience in the Philippines or similar contexts preferred.
