The Houston-Galveston Area Council is one of the largest regional planning commissions in the country with a diverse service area of 13 counties and more than 7 million people. We are the pulse of our region addressing issues that cross city limits and county lines every single day.

What will I be doing?
üLead the development, certification, and ongoing stewardship of local public and private match partnerships to maximize federal child care funding and ensure long-term sustainability of quality initiatives.
üInterpret and apply complex federal, state, and local regulations related to Workforce Solutions programs, local match policies, child care expansion, and incentive funding to ensure full compliance and program integrity.
üOversee Child Care Expansion (CCE) activities, including monitoring implementation, tracking performance, and ensuring compliance with Workforce Board directives and applicable regulatory requirements.
üConduct risk assessments and internal compliance reviews to prevent audit findings, funding disruptions, and financial recoupments; implement corrective action strategies as needed.
üDevelop, analyze, and submit detailed reports to service providers, Board leadership, and local, state, and federal agencies; ensure all documentation is audit-ready and properly maintained in SharePoint and required reporting systems.
üProvide technical assistance and strategic guidance to providers, public entities, and community stakeholders regarding eligible activities such as professional development, school readiness, early learning, and inclusive child care supports.
üIdentify process improvements, develop tracking tools, and strengthen internal controls to enhance operational efficiency, fiscal accountability, and continuous program improvement.
Key Qualifications
üDemonstrated experience managing grants, public funds, or regulatory compliance programs.
üStrong analytical skills with the ability to interpret complex policies and apply them operationally.
üExperience preparing reports for governmental or oversight entities preferred.
üProficiency in Microsoft Office, SharePoint, and data management systems.
üExceptional organizational skills with a high level of attention to detail.
üAbility to communicate regulatory requirements clearly and professionally to diverse stakeholders.
