Analytic Services, Inc. (ANSER) is seeking a Senior Program and Staff Action Analyst to support the Office of the Department of War (DoW) Chief Information Officer. In this key role, you will be providing essential staff action officer and management support, including coordinating and preparing executive-level products, reviewing policies, and facilitating team coordination and processes. You will also support routine financial activities such as preparing budget documentation and forecasts as part of broader program management responsibilities.

This position does not permit hybrid or remote work with all job duties performed full-time onsite at the Mark Center in Alexandria, VA.

Day to Day Responsibilities:

  • Define and track project objectives, milestones, timelines, and cross-functional team dependencies.
  • Analyze operational bottlenecks and apply critical thinking to resolve scheduling issues.
  • Prepare agendas, coordinate logistics, capture notes, and track action items through completion.
  • Act as a liaison across teams and stakeholders to maintain alignment with leadership, complete tasks, and resolve issues.
  • Develop and refine project management processes, tools, and best practices to monitor and execute DoW CIO programs, actions, and taskers, ensuring timely progress toward established milestones and reporting requirements.
  • Draft and edit products, including briefings, presentations, and formal written deliverables for internal and external audiences, ensuring accuracy and consistency.
  • Research, draft, and review policies to ensure alignment with organizational mission goals.
  • Leverage Department-wide tasking systems to coordinate deliverables.
  • Prepare budget documentation and calculate financial forecasts to report key performance metrics.
  • Monitor and track the commitment, obligation, and expenditure of appropriated funds.

Required Qualifications:

  • Possess an active TS/SCI security clearance.
  • Master's degree in Government, Public Policy, Business Administration, Finance, National Security Affairs, or other related fields and 15+ years of related experience. Will consider 2 years of additional related experience in lieu of Master's Degree.
  • Experience in overseeing program management activities and ensuring the seamless day‑to‑day operations of complex programs, including coordinating tasks, maintaining progress toward objectives, and supporting leadership decision-making.
  • Experience reviewing, coordinating, or facilitating the development and release of DoW staff actions, ensuring alignment with organizational equities and validating input from stakeholder offices.
  • Experience with DoW financial systems and processes, and Military Interdepartmental Purchase Requests (MIPRs).
  • Familiarity with DoW Program Objective Memorandum (POM) submission and budget formulation processes.
  • Ability to interpret and analyze financial data.
  • Demonstrated experience communicating clearly with senior officials and senior staff verbally, without hesitation by telephone, and through email.
  • Excellent research and analytical skills.
  • Proficient with Microsoft Office Suite of Applications (Word, Excel, PowerPoint, Teams, and Planner) and common office software applications.
  • Ability to adjust to changing demand signals.

Preferred Qualifications:

  • Experience in using budget/resource analytic tools, techniques, and processes.
  • Office of the Secretary of War (OSW) staff experience.
  • Familiarity with DoW Information Technology/telecommunications subject matter.

Full-Time Salary Range for this position:
$143,000$207,000 USD
