Role Responsibilities

This role is responsible for the development, implementation, and monitoring of programs that support Alberta’s energy sector and economic diversification, including initiatives such as the Alberta Petrochemicals Incentive Program (APIP), Alberta Carbon Capture Incentive Program (ACCIP), and other resource development programs.

Reporting to the Manager, Resource Programs, the Senior Program Analyst supports the development, implementation, and monitoring of resource development programs that advance Alberta Energy and Minerals priorities. The role requires strong analytical capability, collaboration, and communication to ensure program standards, processes, and recommendations are developed efficiently, consistently, and in alignment with departmental and divisional objectives.

Your key responsibilities will include but not limited to:

• Lead the development of new programs and program guidelines and initiatives that support responsible resource development.
• Conduct research, jurisdictional analysis, and risk assessments to inform program frameworks.
• Coordinate with Policy to Develop program logic models, performance indicators, and implementation strategies.
• Lead the rollout of approved programs, ensuring alignment with legislation, regulatory processes, and ministry objectives.
• Coordinate with internal teams (Engineering, Geology, Legal, Finance) and external partners (AER, industry, Indigenous communities).
• Identify implementation challenges and propose solutions to maintain program integrity.
• Develop and maintain performance measurement frameworks and reporting tools.
• Conduct program reviews and evaluations to support continuous improvement and ensure ongoing program effectiveness Represent the ministry on cross government working groups and stakeholder committees.
• Draft, review, and conduct quality assurance on grant agreements prior to issuance.
• Maintain accurate records and provide documentation to support reporting and Office of the Auditor General (OAG) audits.
• Develop and maintain program databases such as SharePoint and ETS to enable proper program management.
• Work with internal Policy, Legal, and Finance teams to ensure program alignment with government priorities and compliance requirements.
• Review industry submissions for accuracy, completeness, and program compliance
• Work within multi-disciplinary teams to develop processes and procedures, and produce required documentation.
• Respond to applicants'/program participants' questions about program eligibility, and provide guidance on the application process and reporting requirements.
• Manage programs and projects, meet timelines, and deliver results aligned with ministry's strategic goals.
• Prepare recommendations, briefing materials for senior management and contribute lessons learned to ongoing program development and improvement initiatives.

Qualifications

Required:

• Minimum University graduation in economics, law, business, commerce, environmental science, engineering, or other related field, supplemented by four (4) years of related experience in program development.

Related experience or education may be considered as an equivalency on a one-for-one basis.

The following will be considered assets:

• Knowledge of oil and gas, petrochemical industries, and the role of carbon capture, storage and utilization in Alberta and globally.
• Experience with the oil and gas industry's exploration processes and activities, including some technical knowledge. Ability to identify emerging industry trends and the relevance for a multitude of Crown interests.
• Experience in program implementation, and monitoring, including supporting programs at various stages of the program lifecycle.
• Strong knowledge of resource development policy environments, including program design, performance measures, and evaluation.

Additional Position Details:

• Term of Employment: Permanent, Full-time position.
• Hours of Work: 36.25 hours per week, Monday to Friday.
• Location: Petroleum Plaza Building North Tower, Edmonton.
