Regulatory Applications is the custodian of one of NSW’s most mission-critical systems - DRIVES - underpinning essential licensing, registration and regulatory services. We are entering a significant, business-led transformation that will evolve a complex legacy ecosystem into a modern, customer-focused platform - while continuing to safeguard critical services relied upon every day across the state. This position will play a key leadership role in that journey.

In this role, you'll:


This is a specialist senior leadership role responsible for driving both product strategy and solution architecture across regulatory licensing platforms.

You will lead the end‑to‑end vision, roadmap, and delivery of products and services, ensuring they are secure, scalable, compliant, and customer-focused within a large and complex transport environment.


This role is central to revitalising product and architecture practices, bringing strong technical depth and leadership to balance strategic product direction with robust architectural decision-making. You will lead a team of architects and technical specialists, making key design decisions while navigating complex challenges across legacy and modern systems.


You will define and own the multi‑year product roadmap, aligning regulatory requirements, customer needs, and business transformation priorities with technology modernisation initiatives. Working closely with engineering, cybersecurity, and business teams, you will ensure solutions are resilient, interoperable, and aligned with enterprise architecture standards.


You will drive evidence-based prioritisation, managing product backlogs and trade‑offs across compliance, risk, cost, and customer experience. The role also includes oversight of product financials, including benefits realisation, total cost of ownership, and vendor performance to ensure optimal outcomes.


You will lead stakeholder engagement across executive leadership, program governance, and external regulators and vendors, maintaining transparency on delivery progress, risks, and outcomes. A key focus will be on improving customer journeys, operational processes, and product adoption, using analytics and feedback loops to continuously enhance performance.

About you


You are a highly experienced Senior Product Manager or Solution Architect with strong expertise across both product strategy and technical architecture, ideally within complex, regulated environments.


You bring deep technical capability and are comfortable making high-impact architectural decisions, with experience across enterprise systems, integration patterns, and modernisation of legacy platforms. You are confident leading and mentoring a team of architects while maintaining hands-on involvement in complex design challenges.


You are skilled at balancing communication with problem-solving, able to articulate complex technical concepts clearly while working through difficult and ambiguous challenges. You can align diverse stakeholder groups—including policy, operations, finance, and engineering—toward common product outcomes.


You have strong experience in product lifecycle management, prioritisation, and delivery governance, with the ability to operate effectively in environments with competing priorities and high stakeholder expectations.


You are outcomes-driven, analytical, and strategic, with a passion for improving customer experiences while ensuring compliance, security, and operational stability.


With a proactive and forward-thinking mindset, you will play a key role in uplifting product and architecture practices, driving innovation, and delivering sustainable, high-impact solutions across Transport’s regulatory services.
