Job Description

The Pre-Commissioning Tendering and Operation Senior Principal Operations Engineer is responsible for preparation of pipeline, flexible and umbilical pre-commissioning tenders and recommending best practices.

The position is based in Kuala Lumpur/Singapore with the focus on global tenders and operations.

They will be tasked with solving complex Pre-Commissioning related Operational problems and will work independently with minimal guidance. The Senior Principal Operations Engineer shall be responsible for leading functional teams and are regarded as a specialist in the field of Pre-Commissioning Operations. As such, they must have in-depth expertise in Pre-Commissioning Operations as well as broad knowledge of the Pre-Commissioning Operations discipline within the Marine function.

With the support of the SAF Pre-Commissioning Technical Authority, they shall be responsible to prepare technical and commercial build ups following the Tendering work instruction.

  • Responsible for preparation of technical and commercial build ups following the Tendering work instruction.
  • Work with the Field Engineers to develop pre-commissioning execution methodologies for offshore and onshore tenders.
  • Coordinate engineering and planning for the timely execution of the work scope.
  • Selection of the required pre-com and marine spreads.
  • Detailed reviewing of internal and external deliverables (specifications, standards, drawings, reports, procedures, risk assessments, scopes of work, subcontracts).
  • Define installation aids requirements.
  • Prepare and coordinate subcontractor/vendor scopes of works and subsequent technical bid clarification.
  • Prepare and coordinate pre-commissioning method statements where required.
  • Compile and present lesson learned documents.
  • To train and mentor Field Engineers and Senior Field Engineers.
  • Work with the Pre-Commissioning Technical Authority to align on pre-com execution methodologies.
  • Responsible for Technical Bid Evaluation process and Pre-Commissioning Tender Checklist Controls assure the tender meets the requirements with Pre-Commissioning Technical Authority approval.
  • Support internal initiatives within the pre-commissioning operations group.

Operations Key Tasks and Responsibilities:

  • Supplier performance review to include risk evaluation and identify MSA possibilities.
  • Engage with suppliers and align on MSA content.
  • Prepare RFQ and price schedule.
  • Technical bid clarification and meet with suppliers for final technical alignment.
  • MSA's in place.
  • Work on in-house pre-commissioning plan out of Batam.
  • Flooding Spread.
  • Air Spread.
  • Shallow water downline spread.
  • Deepwater Coiled Tubing spread.
  • Establish maintenance program for spread and integrate with existing Batam set up.
  • Evaluate if spreads can be maintained and operated by existing Batam team. Determine any requirement for any additional training or requirement to engage any additional specialist personnel.
  • Selection of the required Pre-Commissioning/Commissioning and marine spreads.
  • Detailed reviewing of internal and external deliverables (drawings, reports, procedures, risk assessments, scopes of work, subcontracts).
  • Coordinate the definition and ordering of equipment and installation aids.
  • Coordinate the preparation of subcontractor scopes of works followed by the award and execution of the subcontract.
  • To train and mentor Field Engineers and Senior Field Engineers. Set goals for your team to maintain the Project KPIs.
  • Support internal initiatives within the pre-commissioning operations group.
  • Risk Management & Cost Control.

Interfaces:

The Senior Principal Operations Engineer will maintain strong interfaces with the various disciplines within the business line. The main interfaces for Pre-Commissioning are:

  • Marine Operations Engineers (Inclusive of ROV & Survey)
  • Engineering and Engineering Manager
  • SCM
  • QHSES
  • Environmental Specialists
  • Vessel Operations Managers
  • Marine Construction Manager
  • Project Managers and Project Director
  • Interface Managers (For Projects that involve Consortium partners & Subsea Connectors)
  • Hook-up & Commissioning Team
  • Flow Assurance Team
  • Fabrication Team

Essential Qualifications and Education:

  • 15 plus years of experience in the oil and gas industry working for major Contractors.
  • Experience managing a team of more than 6 Engineers.
  • The following experience is required:
  • General experience of all shallow and deepwater water installation operations.
  • Rigid & flexible pipeline Pre-Commissioning/Commissioning experience - execution of a minimum of 10 projects.
  • Umbilical Pre-Commissioning/Commissioning and controls/start-up experience - execution of a minimum of 10 projects.
