JOB PURPOSE / POSITION OVERVIEW
The Senior Prequalification Specialist serves as the Company’s advanced subject matter expert for subcontractor, vendor, supplier, and trade partner prequalification programs. This role leads complex qualification reviews, supports operational risk evaluation, oversees high-priority and strategic submissions, and provides guidance to internal teams regarding qualification standards and compliance requirements.
The Senior Prequalification Specialist plays a critical role in supporting enterprise-wide operational readiness by partnering with executive leadership, Operations, Safety, Legal, Finance, Procurement, and Preconstruction teams to evaluate qualification risks, improve processes, and maintain consistent qualification standards across multiple business units and regions.
This position provides senior-level technical expertise, process leadership, mentorship, and day-to-day operational support for the Company’s prequalification function.
DUTIES / RESPONSIBILITIES
Advanced Prequalification & Risk Oversight
• Lead and oversee complex, high-risk, high-value, or strategic prequalification submissions and renewals
• Review, evaluate, and interpret qualification documentation including financial information, safety records, licensing, insurance, bonding, litigation disclosures, and compliance-related documentation
• Identify operational, financial, safety, or compliance concerns and escalate recommendations to leadership as appropriate
• Support qualification approval recommendations through risk analysis, documentation review, and operational collaboration
• Interpret client, agency, contractual, and regulatory qualification requirements and provide guidance to project teams and leadership
• Assist with evaluation of trade partner capacity, operational performance indicators, and qualification trends
Operational Leadership & Cross-Functional Partnership
• Serve as a primary internal resource regarding qualification processes, standards, and risk-related concerns
• Partner closely with Operations, Preconstruction, Estimating, Safety, Legal, Accounting, Procurement, and Executive Leadership teams regarding qualification strategy and operational readiness
• Facilitate recurring qualification review meetings and support leadership discussions regarding approvals, concerns, and exceptions
• Support operational teams in evaluating new trade partners, vendors, and suppliers across multiple markets and geographic regions
• Assist leadership with prioritization of department workload, escalations, and critical project deadlines
Process Improvement & Program Administration
• Lead continuous improvement initiatives related to qualification workflows, reporting, systems, and operational efficiency
• Assist with development, implementation, and maintenance of department procedures, standards, templates, and best practices
• Support administration, optimization, and troubleshooting of qualification software platforms, databases, SharePoint resources, and reporting tools
• Monitor industry trends, evolving compliance requirements, and best practices related to contractor qualification and risk management
• Assist with internal audits, compliance reviews, and process evaluations and implementation of department procedures and best practices
Reporting & Analytics
• Develop and analyze qualification metrics, reporting dashboards, approval trends, compliance tracking, and operational performance indicators
• Prepare recurring reports and status updates for leadership and operational stakeholders
• Assist leadership with identifying operational risks, process gaps, and improvement opportunities through reporting analysis
Leadership, Mentorship & Training
• Provide guidance, mentorship, and technical support to Administrators, Coordinators, and Specialists
• Assist with onboarding and training of team members regarding qualification standards, systems, workflows, and compliance expectations
• Support knowledge-sharing and cross-functional education efforts related to qualification requirements and operational processes
• Promote consistency, accountability, and accuracy across the prequalification program
MINIMUM EXPERIENCE REQUIRED (KSA’s, Education, YOE)
• Bachelor’s degree preferred in Business, Construction Management, or related field
• 5+ years of progressive experience in prequalification, compliance, construction operations, or related field
• Advanced knowledge of construction prequalification processes and compliance requirements
• Strong leadership, mentoring, and communication skills
• Ability to manage complex projects and competing priorities
• Strong analytical, organizational, and problem-solving abilities
• Ability to work independently and collaboratively within a team environment
PHYSICAL DEMANDS / WORKING CONDITIONS (environment, noise level, public interactions)
• Primarily office-based environment with limited travel or jobsite visits as needed
• Prolonged periods of sitting, computer use, and document review
• Frequent use of phones, email, and electronic systems for communication and coordination
• Ability to occasionally lift or move standard office materials up to 20 pounds
• Ability to wear required PPE on job sites.
