Who We Are
The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.
Our Culture
We embrace a culture of learning, collaboration, innovation, and well-being, where open communication drives our impact.
Reporting to the Executive Director for Strategic Policy Initiatives, you will conduct research and analysis regarding city, state, and federal policy changes related to public health and the social determinants of health. The Senior Policy Analyst & LGBTQ+ Health Access Coordinator will monitor for changes in regulations, law, and policy, prepare briefing documents, and provide support to policy staff across the Department on a range of topics. The Senior Policy Analyst & LGBTQ+ Health Access Coordinator will play a critical role in the Strategic Policy Initiatives unit’s work supporting the coordinating among the various divisions’ policy staff and will lead projects of their own on emerging issues.
The Senior Policy Analyst & LGBTQ+ Health Access Coordinator will also play a central role in developing the Department’s response to threats to access to gender-affirming care. New York has been an innovator and leader in sexual and reproductive health. Both our city and state government officials have been proactive in creating protections for not only abortion but also gender-affirming care services.
As part of these efforts, the city will launch three major new initiatives to safeguard and expand access to gender-affirming care for youth and adults across New York City. The initiatives represent a $15 million investment at a time of growing uncertainty and escalating attacks from the federal government. To safeguard access to gender-affirming care, the Department will:
The Senior Policy Analyst & LGBTQ+ Health Access Coordinator will provide a cross-divisional coordination function to ensure that all three initiatives above are implemented effectively, and to ensure that other agency efforts related to this population’s needs (such as those in the Division of Disease Control and the Division of Mental Hygiene) are coordinated. The Senior Policy Analyst & LGBTQ+ Health Access Coordinator is part of the team primarily responsible for citywide efforts to promote and protect access to gender-affirming care.
About the Program
The Strategic Policy Initiatives unit, within the Bureau of the Deputy Commissioner in the Office of External Affairs, serves as the Department’s central policy coordinating body. The Strategic Policy Initiatives unit supports priority policy development efforts across the divisions and leads policy work in emerging and multi-disciplinary areas as needed, including access to gender-affirming care. In addition, the Strategic Policy Initiatives unit is responsible for compiling and maintaining the agencywide policy agenda. The Strategic Policy Initiatives unit provides support to divisional policy staff by convening a quarterly Policy Collaborative meeting to share updates and bolster cross-divisional policymaking and advocacy collaboration, by serving as a thought partner and strategic advisor to divisions, and by promoting professional development for policy staff.

Our mission is to incubate innovative public health initiatives that lead to improved health for all New Yorkers.
The City of New York created the Fund for Public Health in New York City in 2002 as an independent, nonprofit organization that connects the NYC Department of Health and Mental Hygiene with public and private sector partners to build public health programs that make our city healthier and safer.
Since its founding in 2002, the Fund has raised more than $500 million in public and private funding for 440 grants to support programs developed with the Health Department.
The Fund incubates innovative public health initiatives implemented by the Health Department to advance community health throughout the city.
