The Ministry of Children and Family Services funds programs and services to support vulnerable children, youth, families, and individuals to live safely and succeed in Alberta. This includes providing services and resources to protect children and youth from abuse and neglect, and effectively address harm that has placed them in need of intervention. Mentoring and support services are available to youth transitioning into healthy, productive adults.

The ministry also invests in community-based groups that support prevention and early intervention services such as Family Resource Networks, youth emergency shelters as well as programs that raise awareness and help respond to family violence, sexual violence, and abuse.

Role Responsibilities

The Prevention Family Violence & Abuse Branch works towards an Alberta that is free from family violence, sexual violence and abuse through a coordinated provincial response with a focus on prevention and strengthening comprehensive and community-based services, supports and programs.

Reporting to the Manager, Family Violence Integrated Strategy in the Prevention of Family Violence and Abuse Branch, the Senior Policy Analyst takes a lead role, with minimal supervision, in carrying out complex policy and program development and analysis projects.

Key Responsibilities

• Strategic Planning and Analysis:
  • Perform high-level research on emerging issues and trends.
  • Provide expert advice to senior management on policies and programs.
  • Design research projects to inform future policy and program development.
    
    
• Project Management:
  • Lead major policy and planning projects with minimal supervision.
  • Plan, design and coordinate project consultations to meet stakeholder needs.
  • Supervise and mentor junior staff and assign tasks.
  • Analyze and report information relevant to projects.
    
    
• Policy Development:
  • Provide advice and recommendations on development of provincial policies and legislation.
  • Collaborate with other departments to support a whole government approach.
  • Synthesize information into summary documents such as briefing notes.
  • Support the development of new program initiatives based on research findings.
  • Identify gaps in program needs and provide analysis on pertinent research areas through a gender-based, intersectional lens.
    
    
• Policy Consultation:
  • Demands a thorough understanding of the Ministry Business Plan and an understanding of issues related to family violence, sexual violence and gender-based violence.
  • Support implementation of Alberta’s 10-Year Strategy to End Gender-Based Violence.
  • Represent program/policy interests at meetings and working groups.
  • Influence project outcomes by effectively positioning ideas and content.
  • Coordinate the timely exchange of information with stakeholders.
  • Chair/co-chair committees or meetings and make presentations as required.
    
    
• Stakeholder Engagement and Support:
  • Design new initiatives for which there are no precedent-setting examples.
  • Collaborate with cross-ministry partners on complex initiatives to address social issues.
  • Support the development of community public awareness and education efforts.

The position requires a combination of extensive theoretical knowledge and expertise to lead the planning, research, analysis, and reporting needed to develop and implement government policies. This role supports the analysis of grant funding for service delivery and provides expert advice to the branch and division in policy and program creation, evaluation and implementation.

Qualifications

Minimum Requirements

• University degree in a related field such as social sciences, public health, policy studies, humanities, public administration, etc.
• Minimum of 4 years of progressive experience in policy development, project management and/or research.
  
  

Equivalencies Directly related experience or education considered on the basis of one year of education or one year of education for one year of experience.

Assets

• Experience supporting full cycle project management of complex projects including diverse stakeholders and multi-disciplinary teams.
• Experience with project management.
• Advanced research, analytical and strategic thinking skills; ability to synthesize complex information into clear recommendations.
• Experience drafting briefings, presentations, or other documents for decision makers.
• Stakeholder engagement experience.
• Knowledge of policy development procedures, including policy trends and best practices.
• Strong technical skills in Microsoft Office suite.
• Understanding of legislation development and cabinet approval processes.
• Strong understanding of prevention and early intervention principles, and their application in a child and family services context.
• Knowledge of the Family Resource Network Program as well as community organizations involved in suicide prevention, mentorship, addiction, and mental health across the province.
