Job Description

We are hiring in Ukraine!

🟢 Dev.Pro is a global team of IT professionals helping tech companies scale their business through software engineering expertise. Operating as a remote-first company, our developers work across 55+ countries on five continents, giving us the flexibility and skillset to deliver high-quality engineering for projects of any size or complexity. Clear communication and following through on our commitments are at the core of how we work. Our people have the freedom to work from anywhere, along with the opportunity to grow — both professionally and personally — as part of a diverse, dedicated team.

We are looking for a Senior PMO Manager to own and drive complex, company-level PMO and transformation initiatives that strengthen how projects, programs, delivery, and cross-functional operations are managed across Dev.Pro.

This is not a PMO administration or coordination role. You will work with complex and sometimes ambiguous business and delivery challenges, identify what actually needs to change, design pragmatic solutions, align stakeholders, and drive implementation through adoption and measurable results.

You will take end-to-end ownership of selected PMO capabilities and strategic initiatives, helping Dev.Pro continuously improve its management practices, governance, delivery effectiveness, and organizational maturity.

🟩 What's in it for you:

  • Own high-impact PMO and transformation initiatives with company-wide visibility and measurable outcomes
  • Work on complex delivery, governance, operating model, process, and organizational challenges rather than administrative PMO activities
  • Partner with senior leaders and cross-functional teams to influence decisions and implement meaningful change
  • Build and evolve PMO capabilities from problem identification through implementation, adoption, and continuous improvement
  • Have significant autonomy to challenge existing approaches, propose better solutions, and drive them to execution
  • Contribute directly to the evolution of project, program, delivery, and portfolio management practices across the company

✅ Is that you?

  • 7+ years of experience across IT Project, Program, Delivery, or PMO Management, with strong hands-on delivery foundations
  • Strong project and program management capabilities, including planning, governance, dependencies, risks, decision-making, execution control, and continuous improvement
  • Strong structured problem-solving and analytical thinking, with the ability to identify root causes, work with data, and turn findings into practical decisions and actions
  • Strong business judgment and the ability to distinguish meaningful business problems from symptoms
  • Ability to define meaningful success metrics and use them to evaluate whether an initiative is actually delivering the expected result
  • Strong stakeholder management skills, including the ability to influence without formal authority, negotiate, constructively challenge assumptions, and move difficult decisions forward
  • Experience in change and process management, including implementation, stakeholder adoption, and sustainability of change
  • Ability to operate effectively in ambiguity, complexity, and changing organizational environments
  • Proven experience leading complex cross-functional initiatives, transformations, governance improvements, or organizational change
  • Demonstrated ability to independently take an ambiguous problem from diagnosis → solution design → stakeholder alignment → implementation → adoption → measurable outcome
  • High level of ownership and agency — ability to identify what needs to happen, structure the work, and move it forward without requiring detailed instructions
  • High standards, strong work ethic, resilience, and a willingness to remain hands-on when needed to achieve the outcome
  • Strong business acumen and ability to connect PMO initiatives with delivery, client, operational, and company objectives
  • Strong understanding of modern project and delivery management approaches, with the judgment to select and adapt practices to the problem rather than apply frameworks mechanically
  • Excellent communication, facilitation, collaboration, and presentation skills, including interaction with senior stakeholders
  • Ability to mentor others, raise professional standards, and create accountability through clear expectations and constructive feedback
  • Upper-Intermediate+ English

Desirable:

  • PMI or equivalent professional certifications
  • Experience with project, program, portfolio, or organizational maturity models
  • Experience designing or evolving PMO governance and operating models
  • Pre-sales or client-facing consulting experience
  • Practical experience using AI and automation to improve management, delivery, analytics, or operational workflows

🧩Key responsibilities and your contribution

In this role, you will take ownership of selected PMO capabilities and strategic initiatives and be accountable for moving them from an identified problem to sustainable organizational improvement.

  • Own complex PMO initiatives end-to-end — from problem definition and analysis through solution design, implementation, adoption, measurement, and continuous improvement
  • Develop and evolve company-wide project, program, delivery, governance, and cross-functional management practices
  • Diagnose systemic delivery and management problems using data, stakeholder input, project assessments, and structured analysis
  • Translate identified problems into pragmatic solutions, implementation approaches, success criteria, and measurable outcomes
  • Lead selected areas of the PMO roadmap, ensuring clear objectives, ownership, execution discipline, and tangible business results
  • Design and improve governance, decision-making mechanisms, processes, controls, metrics, and feedback loops where they add business value
  • Drive organizational change beyond documentation and process design, ensuring that new practices are understood, adopted, used, and continuously improved
  • Partner with senior leaders, Delivery, Engineering, Operations, and other functions to solve cross-functional problems and strengthen organizational effectiveness
  • Facilitate complex discussions and decisions, challenge ineffective practices constructively, and build stakeholder alignment around necessary changes
  • Provide targeted PMO expertise and support to delivery organizations and strategic initiatives where systemic improvement is required
  • Measure the effectiveness of implemented solutions, identify gaps between expected and actual outcomes, and adjust the approach when necessary
  • Contribute to strengthening project and delivery management capabilities through assessments, mentoring, interviews, training, and knowledge development
