Job Category: Professional ServicesGENERAL PURPOSE
Performs a variety of supervisory, administrative and technical work in the current and long-range planning programs of the City related to the development and implementation of land use and related municipal plans and policies, requiring advanced professional planning experience.
SUPERVISION RECEIVED
Works under the general guidance and direction of the Growth Management Director
SUPERVISION EXERCISED
Exercises supervision over Executive Assistant and Planning Technician, as assigned. May supervise support staff, part-time or temporary employees as assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES
- Manages complex planning studies, development applications and reviews consultant proposals
- Reviews and processes complex comprehensive plan amendments, re-zonings, annexations, site plans, plats
- Provides professional planning assistance to member communities on varied land use projects
- Works in regional program areas relating to natural/water resources planning, community development, hazard mitigation, coastal zone management and others
- Prepares and presents reports and other findings to staff, planning and zoning boards and commissions, and elected officials and serves as liaison
PERIPHERAL DUTIES
Serves as a member of various staff committees as assigned.
Attends professional development workshops and conferences to keep abreast of trends and developments in the field of municipal planning.

Qualifications
DESIRED MINIMUM QUALIFICATIONS
Education and

Experience:
(A)  Graduation from an accredited four-year college or university with a degree in land-use planning, urban planning, landscape architecture, public administration or a closely related field, and
(B) Four (4) years experience in municipal planning; or
(C) Any equivalent combination of education and experience, additional education substituting on a year for year basis for the required experience.
Necessary Knowledge, Skills and Abilities:
(A)  Thorough knowledge of zoning laws and comprehensive plans including their formation, process of adoption, and enforcement; Extensive knowledge of planning programs and processes; Working knowledge of Personal Computers and GIS applications;
(B) Skilled in the area of drafting and designing; Skilled in the operation of the listed tools and equipment.
(C) Ability to communicate effectively orally and in writing with architects, contractors, developers, owners, supervisors, employees, and the general public; Ability to establish effective working relationships.
TOOLS AND EQUIPMENT USED
Personal computer, including word processing; Engineer’s scale.

Work is performed mostly in office settings. Some outdoor work is required in the inspection of various land use developments and construction sites. Hand-eye coordination is necessary to operate computers and various pieces of office equipment.

The employee is occasionally required to climb or balance; stoop, kneel, crouch, or crawl; talk or hear.
The employee must occasionally lift and/or move up to 10 pounds.
Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
