General Summary:

This role is responsible for working with the Chief Financial Officer to oversee DART’s employee pensions, deferred compensation, and other post-employment benefits (OPEB), including evaluating and recommending plan design changes as needed. Working closely with Human Resources, this position will maintain plan records and ensure compliance with federal, state, and local regulations. Additionally, this role will manage plan design and benefit distributions. Candidates must be able to communicate complex and technical information to the general employee base and act with a sense of urgency and logic to resolve issues.

Essential Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Reviews and updates plan documents regularly. Ensures reports, including actuarial valuation, financial audits, and actuarial experience studies, are completed timely and accurately.
  • Serves as a subject matter expert on pensions, deferred compensation, and OPEB. Understands federal, state, and local regulations related to pensions, deferred compensation, and OPEB, and is well versed on new and upcoming regulations. Ensures compliance with all regulatory agencies.
  • Coordinates committee meetings associated with plans. Arranges meeting, develops agenda with committee chair, takes official meeting minutes, and ensures committee members are in compliance with all requirements.
  • Develops training materials, summary documents, and guidelines for committee members and plan participants.
  • Works closely with external plan managers and internal stakeholders to create a seamless and easy experience for participants to enroll and make changes to their plans.
  • Acts with a sense of urgency and logic to resolve problems that may create a financial impact on plan participants. Analyzes and resolves issues related to plans.
  • Performs other related duties as assigned, including supervisory responsibilities.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQ UIRED:

Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  • Bachelor’s degree from an accredited college or university in Business, Actuarial Science, Mathematics, Human Resources, Public Administration, Public Policy, or related field.
  • Six (6) years of work experience in research, analysis, and preparation of written reports and recommendations including three (3) years of pension administration or benefit administration.
  • Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.
  • Proficiency in MS Office including Word, PowerPoint, Excel, and Outlook.
  • Analytical skills to gather and interpret data in situations where problems are not difficult or complex.
  • Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.

WORKING CONDITIONS:

Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
