Job Description

We are seeking a detail-oriented Senior Payroll Specialist to support and improve our multi-entity and multi-state payroll processes. This position will be full time, physically located 5 days a week in-office. This role will work closely with site project administration teams and the payroll processing team. This position will report to the Union Payroll Manager.

Salary Range: 70k-85k depending on experience.

Essential Responsibilities:

• Serve as the primary internal resource for field office managers and field operations in support of pre-payroll processes for union employees across multiple legal entities and operating companies.
• Provide training and ongoing support to field office managers and other project administrative staff on union payroll-related business practices, procedures, documentation requirements, and pre-payroll expectations.
• Train and support field office managers on new hire payroll paperwork and onboarding requirements, including completion, collection, review, and timely submission of required documents.
• Train and support field office managers on time sheet management practices, including collection of craft time, review for completeness, and timely submission in accordance with established deadlines.
• Train and support field office managers on accurate time entry into the accounting system, including proper coding of hours, cost codes, job assignments, classifications, shifts, and other required payroll inputs.
• Review pre-payroll data and supporting documentation prepared by field office managers and project administrative staff to validate completeness, consistency, and adherence to company procedures before payroll is processed.
• Support multiple union payroll entities with state and federal prevailing wage certified payroll compliance requirements.
• Prepare, review, and support certified payroll submissions and related documentation through systems such as LCPtracker, Elation Systems, or similar compliance platforms.
• Coordinate with project teams, field office managers, payroll, and compliance personnel to help ensure certified payroll reporting is complete, accurate, and submitted timely.
• Review payroll-related data and supporting documentation for prevailing wage projects to help ensure proper classifications, hours, wage rates, fringe reporting, and related compliance requirements are met.
• Assist in resolving discrepancies, missing information, and reporting issues related to certified payroll and prevailing wage compliance.
• Utilize prior payroll process knowledge and experience to support the implementation, testing, training, and refinement of electronic time entry systems and related workflows.
• Partner with internal departments and field office managers to improve adoption, consistency, and effectiveness of electronic time entry processes that support payroll accuracy and efficiency.
• Help identify business process improvements and system enhancement opportunities related to time collection, time entry validation, and payroll readiness.
• Conduct follow-up training, coaching, and process reviews with field office managers and project administrative staff to reinforce compliance with company procedures and improve payroll readiness.
• Serve as a backup or support other payroll processes on a as needed basis.

Qualifications:

Professional Experience and Education

• High School Diploma or GED required.
• 3–5 years of experience in payroll, accounting, finance, HR, operations support, or administrative roles, preferably in a construction, union, or multi-entity environment.
• Experience supporting payroll-related processes, employee onboarding, timekeeping administration, certified payroll reporting, or other high-volume, process-driven functions.
• Experience with state and federal prevailing wage requirements and certified payroll reporting preferred.
• Experience working with compliance systems such as LCPtracker, Elation Systems, or similar certified payroll reporting platforms preferred.
• Experience supporting or participating in payroll system, timekeeping system, or electronic time entry implementations preferred.
• Experience training, supporting, or coordinating with field office personnel, project administrative staff, supervisors, or decentralized operating teams preferred.
• Working knowledge of payroll concepts, including wages, hours worked, payroll cycles, and the importance of complete and accurate payroll input.
• Experience reviewing data for completeness, accuracy, and compliance with established procedures.
• Proficiency with Microsoft Excel and other Microsoft Office applications, including the ability to work with spreadsheets, reports, and reconciliations.
• Experience with accounting, payroll, or timekeeping systems preferred.
• Experience in construction or other environments with union labor and project-based operations preferred.

Position Related Skills:

• Proficient in Windows and Microsoft Office 365 (Excel, Word, Outlook, Power Point and Teams), and have a general understanding of working within a computer network.
• Excellent attention to detail and ability to analyze complex payroll data.
• Strong written and verbal communication skills, including the ability to train and guide subcontractors.
• Ability to documented procedures, maintain confidentiality, and work effectively under supervision in a compliance-driven environment
• Ability to work well and maintain a cooperative attitude in deadline driven environment.
