Senior Oracle Cloud HCM Functional Lead

Due to continued growth, Elire is looking to add a Senior Oracle Cloud HCM Functional Lead to join our Cloud HCM Practice. This role will focus primarily on Oracle Cloud Core Human Resources, with supporting experience across Talent Management and Oracle Recruiting Cloud. The right candidate will combine strong functional leadership with practical technical capability across reporting, extracts, data movement, and related configuration tools. This individual will lead functional workstreams while remaining hands-on throughout solution design and delivery. Experience working with Oracle's embedded AI capabilities, AI-supported HCM processes, or related Oracle AI initiatives is valuable; deep AI expertise is not required. We are looking for someone who brings sound judgment, critical thinking, and a genuine drive to expand their knowledge as Oracle's HCM and AI capabilities continue to evolve.

This resource will be performing and assisting with the following activities:

  • Lead Oracle Cloud HCM functional workstreams across implementations, optimizations, enhancements, and support initiatives
  • Facilitate requirements gathering, design workshops, fit-gap analysis, and solution discussions with client stakeholders
  • Design and configure scalable Oracle Cloud Core HR solutions, including enterprise structures, workforce structures, person and employment data, jobs, grades, positions, and related business processes
  • Support Talent Management and Oracle Recruiting Cloud processes, including talent profiles, goals, performance, requisitions, candidate experience, offers, and recruiting-to-hire activities
  • Translate business requirements into clear functional designs, configuration workbooks, process flows, user stories, and test assets
  • Provide hands-on configuration, troubleshooting, and functional support throughout the full project lifecycle
  • Develop, maintain, and troubleshoot OTBI and BI Publisher reporting solutions that support operational, audit, and business decision-making needs
  • Build and support HCM Extracts for outbound data, downstream systems, reporting, and integration requirements
  • Develop or troubleshoot Fast Formulas used for eligibility, validations, calculations, and other HCM business requirements
  • Support data conversion and maintenance activities using HDL, HSDL, spreadsheets, and other Oracle-supported tools
  • Partner with technical and integration resources on OIC, APIs, file-based interfaces, security, and end-to-end solution design
  • Lead system integration testing and user acceptance testing, including test planning, defect triage, root cause analysis, and resolution
  • Support cutover planning, production readiness, go-live, and post-production stabilization activities
  • Evaluate practical uses of Oracle's embedded AI and AI-supported HCM capabilities in partnership with clients and internal teams
  • Apply critical thinking to emerging Oracle functionality and help identify where new capabilities can improve user experience, process efficiency, or decision-making
  • Act as a trusted advisor to clients by providing clear communication, practical recommendations, and accountable delivery leadership
  • Mentor team members and contribute to Elire's delivery standards, reusable assets, and Cloud HCM best practices

Knowledge/Skills/Abilities

  • Strong functional knowledge of Oracle Cloud Core Human Resources and the foundational structures and processes that support the broader HCM suite
  • Hands-on experience with Oracle Cloud Talent Management and/or Oracle Recruiting Cloud
  • Proven ability to lead client-facing workshops, guide solution decisions, and manage functional workstream deliverables
  • Ability to move comfortably between functional leadership, system configuration, troubleshooting, documentation, and hands-on delivery
  • Working knowledge of OTBI, BI Publisher, HCM Extracts, HDL/HSDL, and Oracle Cloud HCM data structures
  • Experience developing or supporting Fast Formulas for HCM eligibility, validation, calculation, or business-rule requirements
  • Understanding of integrations and the ability to collaborate effectively with OIC, API, reporting, security, and technical teams
  • Exposure to Oracle AI capabilities, embedded AI features, AI-supported workflows, or related implementation initiatives within HCM or enterprise applications
  • Interest in continuing to develop Oracle AI knowledge through project experience, Oracle learning paths, certifications, or other structured development
  • Strong analytical and critical-thinking skills with the ability to assess new functionality and apply it to real client and business needs
  • Excellent communication, facilitation, documentation, and presentation skills
  • Strong ownership, organization, attention to detail, adaptability, and follow-through
  • Demonstrated ability to work collaboratively in a team environment while independently owning assigned work and client outcomes

All applicants must also meet the following requirements:

  • 7+ years of Oracle HCM or related enterprise HCM experience, including significant hands-on experience with Oracle Cloud HCM
  • Demonstrated experience leading full lifecycle Oracle Cloud HCM implementations, major workstreams, or complex optimization initiatives
  • Strong experience with Oracle Cloud Core HR and working experience across Talent Management and/or Oracle Recruiting Cloud
  • Bachelor's degree in Human Resources, Business, Information Systems, Technology, or a related field, or equivalent professional experience
  • Oracle Cloud HCM certifications or active progress toward relevant Oracle HCM or AI learning and certification paths
  • Consulting experience supporting multiple clients, projects, or industries
  • Willingness and ability to travel up to 30% as needed
  • Legally able to work for any employer in the United States
  • Excellent verbal and written communication skills in English
