Hornblower is seeking a Senior Operations Manager for our Seaward Services operation in Norfolk VA.

About the Opportunity:

This role functions at the Naval Surface Warfare Center, upon award of contract. The Senior Operations Manager oversees functional operations related to vessel support, logistics, equipment readiness, asset tracking, and waterfront mission execution. Coordinates personnel, schedules, and workflow across operational teams. Ensures compliance with safety, environmental, and reporting requirements. Manages daily tasking, resource allocation, and performance tracking. Supports operational planning, forecasting, and mission support activities. Interfaces with Government and contractor leadership to ensure smooth operational execution.

Essential Duties & Responsibilities:

  • Oversee operational workflows supporting vessel readiness, logistics, and task execution.
  • Coordinate personnel assignments, schedules, and daily operational priorities.
  • Monitor performance, equipment availability, and mission support timelines.
  • Ensure compliance with safety, environmental, and quality standards.
  • Provide operational reporting, data tracking, and performance metrics.
  • Support planning for missions, maintenance periods, and operational events.
  • Identify gaps in support resources and recommend corrective actions.
  • All other duties as assigned.

Requirements & Qualifications:

  • High School Diploma or GED equivalent.
  • Minimum of five (5) years of experience in operations management.
  • Experience in Microsoft Office Suite or similar software.
  • Project Management Professional (PMP) certification; must possess and maintain.
  • Minimum of two (2) years of experience managing personnel on a contracted effort valued at $500K per year or more.
  • Minimum of two (2) years of experience leading a team of skilled technical and support personnel.
  • Proficiency with Microsoft Office Suite or similar software.
  • Strong leadership, team-building, and personnel management skills.
  • Ability to interpret operational plans, workflow diagrams, and technical documentation.
  • Excellent written and verbal communication skills for coordination with Government and staff.
  • Strong problem-solving abilities and ability to make operational decisions in time-sensitive environments.
  • Authorized to work in the United States.
  • Ability to obtain and maintain a U.S. Government security clearance.
