Senior Operations Manager
.
The Senior Operations Manager serves as the strategic operational anchor and crucial operational bridge between executive leadership and day-to-day facility execution. This high-impact role holds end-to-end operational accountability for plant efficiency, regulatory compliance, EHS and facility security, office administration, basic IT infrastructure oversight, logistics coordination, and foreign workforce governance. Acting as a proactive problem-solver, this leader ensures the facility remains 100% compliant with Malaysian statutory bodies while maintaining peak operational uptime.
1. Regulatory Liaison & Statutory Compliance (DOE, DOSH, BOMBA)
Government Liaison:
Serve as the primary operational point of contact and official representative with Malaysian regulatory authorities, including the Department of Environment (DOE), DOSH (JKKP), BOMBA (Fire & Rescue Department), local municipal councils, and licensing agencies.
Licensing & Permits:
Direct the renewal, application, and compliance verification for all plant manufacturing licenses, environmental discharge permits, and fire safety codes.
Audit Readiness:
Coordinate and manage site inspections, statutory audits, and official visits by government officers to guarantee zero non-compliance violations.
2. Safety, Security & EHS Risk Management
EHS Oversight:
Direct site-wide Environmental, Health, and Safety (EHS) policies and operational protocols to foster a zero-harm working environment.
Facility Security:
Manage physical plant security, site access protocols, and emergency response plans across production and administrative premises.
3. Logistics & Supply Chain Optimization
Logistics Oversight:
Supervise internal material movements and outbound logistics networks to ensure timely distribution of finished goods.
Bottleneck Elimination:
Troubleshoot transportation bottlenecks, coordinate with warehouse and production teams, and optimize overall material throughput.
4. IT Infrastructure & Systems Oversight
IT Governance:
Act as the internal operational lead for daily IT infrastructure, office connectivity, and digital operational tools to maintain maximum system uptime.
Vendor Management:
Manage external IT hardware vendors, service-level agreements (SLAs), and basic hardware procurement to support office and plant staff.
5. Plant Administration, HR Support & Foreign Workforce Governance
Facility Management:
Oversee plant administrative functions, facility maintenance, utility management, and vendor contracts.
Foreign Worker Governance:
Direct foreign worker administrative matters, accommodation compliance, quota applications, and employment regulatory requirements in accordance with Malaysian labor laws.
Project Monitoring:
Track and follow up on cross-departmental operational projects, resolving inter-departmental bottlenecks to ensure deliverables are met on schedule.
Education & Professional Tenure
Education:
Bachelor’s Degree in Business Administration, Engineering, Operations Management, Industrial Technology, or a related discipline.
Leadership Experience:
8 to 10+ years of progressive operational leadership experience within a manufacturing or heavy industrial plant environment.
Regulatory Mastery:
Proven, hands-on track record liaising directly with Malaysian government agencies and statutory bodies (
DOE, DOSH/JKKP, BOMBA, MITI, local councils
).
Technical & Operational Competencies
Broad Operational Versatility:
Demonstrated capacity to pivot between factory floor operations, regulatory compliance, logistics, facility administration, and IT vendor management.
IT Literacy:
Tech-savvy mindset with practical experience managing IT vendors, digital tools, and ERP-integrated operational environments.
Linguistic Capability:
Professional written and spoken fluency in
English and Bahasa Malaysia
is mandatory to interface effectively with government officers, corporate stakeholders, and internal shopfloor teams.
