Job Description

TheIOMCoordinationOffice for theNorthPacificcoverstheFederated Statesof Micronesia(FSM), Republic of the Marshall Islands (RMI), Republic of Palau, Kiribati, and Nauru, with its main office located in Pohnpei and six Sub-Offices across the North Pacific. Ongoing operations focus on FSM, RMI, and Palau, supporting communities across geographically dispersed islands. The Office works closely with national and local governments and local stakeholders to design and implement targeted initiatives guided by evidence and community-based approaches. Its programs focus on disaster risk reduction, emergency preparedness and response, building resilience at the community level, and promotingsafeandorderlymigration.Tofacilitateefficientemergencyresponses, IOMmaintainsfour strategically positioned warehouses stocked with essential relief supplies.

Under the overall supervision of the Chief of Mission and the direct supervision of the Programme Support Unit (PSU) Coordinator based in Pohnpei and in close coordination with the Head of Sub-Office in Palau and projectteams,theSeniorMonitoringandEvaluationAssociatewillberesponsible for supporting all aspects of projects/programs/strategymonitoring and evaluation in Palau.

  1. Supporttheimplementation ofM&Eactivitiesaccordingtotheprogrammegoalsand objectives.

  2. Assistincollecting,maintaining,andanalyzingvariousdataforM&E activities.

  3. Supportthecleaning,analysis anddraftingof M&E reports.

  4. Conductbeneficiaryandcommunitysatisfactionsurveystocollectfeedbackontheservices delivered.

  5. Follow-uponM&Efindings,recommendations,andissuesfromComplaintandFeedback Mechanisms and communicate them to the relevant teams for appropriate action.

  6. Follow-up,consolidate,reviewandtranslateM&Ereportsfromimplementing partners.

  7. AssistinthedevelopmentandupdatingM&Edatacollectiontoolsand databases.

  8. AssistinthecompilationandcirculationofM&Ereports,analysis,andfindingstorelevantproject managers.

  9. Participateinspecificmonitoringandreportingexercises,as assigned.

  10. Carryoutregularmonitoringactivitiesatprojectsitesandprovidetimelyfeedbacktoprogramme and M&E teams.

  11. Flagandbringtotheattentionofthesupervisor delaysorchallengesregarding dataquality or compliance issues with the IOM, donor, or partner M&E requirements.

  12. Performsuchotherdutiesasmaybe assigned.

EDUCATION

  • Bachelor’sdegreeinSocialScience,DevelopmentManagementorPlanning,Statisticsorarelated field from anaccreditedacademicinstitutionwith four yearsofrelevantprofessionalexperience; o

  • Highschooldiplomawithsixyearsofrelevant experience.

EXPERIENCE

  • Experiencesupportingmonitoringandevaluation activities.

  • Experiencesupportingtheimplementationofmonitoringandevaluation plans.

  • Experiencesupportingdataanalysisandreport writing.

  • Provenabilitytoconsolidateandvalidateinformationfrommultiple sources;

  • ProficiencyinMS Office.

  • Familiaritywithhumanitarianassistanceprogrammingan advantage.

SKILLS

  • Strongreporting,writingandresearchskills,preferablyrelatedto M&E.

  • Excellentcommunicationandanalytical skills.

  • Knowledgeofdatacollectiontools,theiradministrationandevaluationtechniquesand practices.
