The Senior Monitoring and Evaluation (M&E) Officer will oversee monitoring, evaluation, data management, reporting, and information use activities under the Emergency Project and other elated project at Koidu Government Hospital (KGH). The project supports Adult Emergency Services, Pediatric Ward, Pediatric Resuscitation, and other emergency care initiatives aimed at improving the quality, accessibility, and effectiveness of emergency health services as well as RMNACH program.

Reporting to the Health Statistics Manager, the Senior M&E Officer will lead the data collection, analysis and continuous improvement of monitoring and evaluation systems to ensure the availability of accurate, timely, and high-quality data for program management, donor reporting, clinical decision-making, and health system strengthening. The position will provide direct supervision, mentorship, and technical support to M&E Officer(s) and, ensuring adherence to PIH standards, donor requirements, and Ministry of Health reporting guidelines.

The Senior M&E Officer will serve as the primary focal point for donor reporting, stakeholder engagement, performance monitoring, data governance and quality assurance across the Emergency Project. Working closely with SHIS leadership, hospital management, clinical teams, Ministry of Health counterparts, and external partners, the role will promote a culture of data use and accountability by translating data into actionable insights that drive quality improvement, operational efficiency, and evidence-based decision-making.

In addition, the Senior M&E Officer will support the design and implementation of data quality improvement initiatives, operational research activities, and performance review processes. The role will ensure that project achievements, challenges, and lessons learned are systematically documented and communicated to key stakeholders while contributing to the overall strategic vision of strengthening emergency care services and improving patient outcomes across Koidu Government Hospital (KGH)

Essential Duties and Responsibilities:

1. Program Management

• Contribute to the development and implementation of the overall M&E strategy for the Emergency Project.
• Develop and monitor annual M&E work plans and performance monitoring frameworks.
• Ensure alignment of indicators with donor requirements, PIH standards, and Ministry of Health requirements.
• Provide technical support to the M&E Officers and M&E Assistants in the overall WYSS projects related M&E activities.
• Serve as the principal M&E focal point for the WYSS grant.

2. Team Leadership and Supervision

• Directly supervise M&E Officers and M&E Assistants assigned to the WYSS project.
• Conduct performance planning, coaching, mentorship, and annual performance evaluation of the team under his/her supervision.
• Review and approve technical reports, dashboards, analyses, and data products.
• Coordinate staff assignments and monitor deliverables.

3. Donor Reporting and Compliance

• Take lead in the preparation and review of monthly, quarterly, semi-annual, and annual data donor reports and ensure compliance with donor reporting requirements and indicator definitions.
• Coordinate donor visits, audits, evaluations, performance reviews and adhoc data requests.
• Track progress against project targets and recommend corrective actions.

4. Capacity building

• Build the technical capacity of M&E staff through structured mentorship and training.
• Provide feedback to the M&E Officers and M&E Assistants on the quality of products being produced
• Train the service providers including nurses, clinicians, CHOs among other on the data capturing and reporting requirements using both paper and electronic platforms.

5. Stakeholder Engagement and Coordination

• Represent SHIS in project leadership meetings.
• Collaborate with hospital management, clinical leadership, Ministry of Health officials, and partners.
• Present project performance findings to senior leadership and donors.
• Strengthen coordination across Adult Emergency, Pediatric Ward, and Pediatric Resuscitation services.

6. Data Governance and Data Quality Assurance

• Ensure adherence to SHIS data governance policies and procedures
• Establish and maintain systems for routine data collection, validation, analysis, and reporting.
• Lead regular Data Quality Assessments (DQAs), data audits, and verification exercises.
• Ensure data completeness, accuracy, timeliness, consistency, and integrity across all emergency service programs.
• Strengthen electronic and paper-based data management systems and support continuous improvement initiatives.
• Develop standard operating procedures, tools, and guidelines for data management and reporting.

7. Data Analysis and use

• Lead data analysis and interpretation to identify trends, gaps, and opportunities for program improvement.
• Develop and maintain Power BI dashboards and other visualization tools for emergency services.
• Support operational research, quality improvement initiatives, abstracts, publications, and dissemination of findings.
• Promote data use among clinicians, managers, and stakeholders to improve patient outcomes and service delivery.

8. Perform any other duties as assigned from time to time by supervisor and leadership (Clinical or SHIS)

Education and Work Experience Requirements:

Academic Qualification

•Bachelor's degree in relevant field

Technical Competencies

• Minimum of five years of progressive experience in monitoring and evaluation, health information systems, or data management.
• At least two years of experience supervising technical staff.
• Demonstrated experience working with clinical/program staff in project management related activities.
• Advanced proficiency in Excel, Power BI, DHIS2, CommCare and data analysis tools.
• Strong experience in data quality assurance, data governance, and performance monitoring.
• Sound supervisory skills
• Report-writing skills for internal use and donor requirements.
