
[What the role is]
This role is for a Senior Manager/Principal Manager in Strategic Planning at the Health Sciences Authority (HSA). As an individual contributor, you will be supporting senior leadership in developing HSA’s strategic agenda. The position requires strong strategic and analytical thinking, strong writing and presentation skills, and offers the opportunity to shape HSA’s future and contribute to public health.
[What you will be working on]
Strategy Development and Planning
• Support HSA’s 5-year strategy review process, including facilitating strategic conversations with senior leadership and synthesising inputs into a coherent organisational strategy
• Contribute to HSA’s annual work planning cycle, including the development of key initiatives in divisions’ workplans and preparation of presentations to senior management
• Support senior management in strategic platforms, forums, and external engagements, including secretariat duties such as agenda preparation, minutes, and follow-up coordination
Futures, Horizon Scanning and Environmental Analysis
• Lead horizon scanning, environmental analysis, and foresight exercises to identify emerging trends, disruptions, risks, and opportunities relevant to HSA's strategic context.
• Synthesise insights from multiple sources — including global health developments, regulatory shifts, and technological advancements — into actionable intelligence for senior leadership.
• Produce well-researched foresight reports and deliver presentations to build organisational awareness and strategic alignment.
• Drive scenario planning and futures thinking exercises to stress-test HSA's strategic direction and surface long-term considerations for leadership decision making.
Analysis and Performance Monitoring
• Maintain and manage a consolidated tracker of HSA’s key strategic initiatives, ensuring timely updates from divisional owners and flagging risks or delays to senior management
• Monitor and report on strategic performance, identifying gaps and recommending adjustments
Organisational Alignment
• Work closely with the Transformation unit to ensure alignment between strategic planning priorities and ongoing transformation programmes
• Plan and support the organisation of townhalls, staff forums, and senior management retreats
[What we are looking for]
• Background in Public Policy, Business Administration, Health Sciences, or a related discipline
• At least 4 to 6 years of relevant experience in strategic planning, corporate planning, policy development, or a related field
• Strong project management and coordination skills, with the ability to manage multiple workstreams and deadlines concurrently
• Excellent written and verbal communication skills, including the ability to prepare high-quality papers and presentations for senior audiences.
• Strong interpersonal and stakeholder management skills, with the ability to engage effectively across all levels of the organisation and with external partners
• Ability to operate fluidly across planning and transformation functions, adapting to shifting priorities and cross-unit demands.
Advantageous
• Familiarity with Singapore’s health regulatory landscape or public health ecosystem
• Experience in or exposure to organisational transformation and change management
• Prior public sector experience
