
[What the role is]
Tote Board’s Strategic Planning department supports Senior Management in shaping strategic priorities, managing organisational risks and tracking performance. Reporting to the Assistant Director, you will support work across planning, enterprise risk management, and organisational performance.
This role is suitable for someone who wants to develop depth in corporate planning, enterprise risk management and senior-level communication, while contributing to complex work from the outset. Subject matter expertise is not required from day one. However, the role requires clear thinking, sound judgement, structured writing and the ability to work through ambiguity.
The work includes annual planning and risk review cycles, papers and projects that inform organisational decisions. Coaching will be provided on Tote Board’s context and frameworks, while the successful candidate is expected to take ownership of analysis, drafting and coordination, with progressive exposure to senior-level materials and discussions.
[What you will be working on]
You will support Tote Board’s corporate planning and enterprise risk management work by making sense of broad priorities, including Whole-of-Government (“WOG”) and Ministry Of Finance (“MOF”) directions, structuring issues clearly, and developing materials that support senior-level discussions. Responsibilities include:
Corporate Planning
Support the Department Head, and where appropriate lead specific workstreams, in interpreting directions from WOG, MOF, the Board and Senior Management, and translating them into planning frameworks, implications and follow-up actions.
Develop papers, updates and presentation materials that are clear, well-structured and supported by sound reasoning.
Analyse performance metrics and explain what they suggest about Tote Board’s progress, risks and impact.
Prepare discussion materials that clarify issues, options, trade-offs and implications for senior stakeholders.
Monitor relevant trends and developments, and assess how they may affect Tote Board’s priorities and operating context.
Enterprise Risk Management (ERM)
Support reviews of Tote Board’s ERM framework by analysing risk information and coordinating inputs from stakeholders, including Singapore Pools (Private) Limited.
Prepare risk updates and reports for the Audit and Risk Committee and Board, including articulating key risks, movements and management responses clearly.
Support organisational risk culture efforts through training, engagement and communication.
Operational Excellence
Support the effective running of planning and ERM processes, including coordination of meetings, workshops, documentation, reporting, stakeholder/vendor follow-up, and knowledge management.
Prepare periodic update reports to MOF and PSD.
Contribute to special projects and other initiatives as assigned.
[What we are looking for]
Requirements:
Qualification: Trained in any discipline or equivalent qualifications and experience. Certifications in strategy and/or risk management would be advantageous but are not required.
Experience: Minimum of 3 years’ experience in roles requiring analysis, writing, project management and/ or stakeholder coordination. The appointment level will take into account the candidate’s experience and assessed ability to perform the role.
Exposure to public sector work, strategy or risk is advantageous. Applicants from other backgrounds may be considered if they demonstrate the required thinking and writing ability.
Thinking and writing: Able to organise complex information, explain reasoning clearly, identify implications and produce drafts that can be refined for senior-level use.
Judgement and ownership: Able to distinguish what matters, follow through on timelines, surface issues early and seek guidance where appropriate.
Stakeholder management: Able to engage stakeholders effectively, clarify requirements and coordinate inputs across workstreams.
Learning agility: Able to pick up Tote Board’s Strategic Planning and ERM frameworks, apply feedback and improve work quality over time.
