Regulatory Applications is the custodian of one of NSW’s most mission-critical systems - DRIVES - underpinning essential licensing, registration and regulatory services. We are entering a significant, business-led transformation that will evolve a complex legacy ecosystem into a modern, customer-focused platform - while continuing to safeguard critical services relied upon every day across the state. This position will play a key leadership role in that journey.

In this role, you'll:


This is a critical senior leadership role responsible for the delivery, support, and lifecycle management of the DRIVES Vehicle Core system, which underpins registration, licensing, and number plate services across Transport for NSW.


As one of the most business-critical and reputation-sensitive systems, you will be accountable for ensuring stable, secure, and compliant operations across a legacy platform while leading its transition to future digital systems over the next 4–5 years. The core focus of this role is to “steady the ship”—maintaining seamless 24/7 service delivery with no impact to end users during a complex transformation period.


You will own the delivery of the transformation roadmap for the Vehicle Core platform, aligning internal and vendor resources to meet regulatory requirements and customer expectations. You will embed Agile, DevOps, and structured SDLC practices, ensuring delivery is controlled, scalable, and aligned with enterprise architecture and governance.


The role involves managing a highly complex delivery environment, balancing legacy system constraints with modernisation initiatives, while ensuring strong risk mitigation through cyber security, privacy, and resilience controls. You will lead vendor and managed service performance, ensuring SLA compliance, quality outcomes, and value for money across a multi-vendor ecosystem.


You will manage budgets, forecasting, and benefits realisation, maintaining transparency and financial discipline across both operational and transformation activities. Driving continuous improvement through metrics, automation, and innovation will be key to improving delivery efficiency and system performance.


Leading a team of approximately 12 direct reports, you will build capability, uplift delivery standards, and ensure strong prioritisation and governance across competing initiatives. The role requires strong collaboration across business, technology, and regulatory stakeholders, ensuring alignment and successful delivery outcomes across the organisation.

About you


You are an experienced senior leader with a strong track record in technology delivery across large-scale, critical systems, ideally within regulated or high-availability environments. You understand the complexities of managing legacy platforms at scale while delivering transformation to modern systems.


You bring strong delivery leadership experience, with the ability to prioritise effectively, manage competing demands, and ensure high-quality outcomes in a complex environment. You are highly organised and excel at maintaining operational stability while progressing strategic transformation initiatives.


You have proven experience leading teams, with the ability to manage and develop high-performing delivery teams (approx. 10–12 staff) and ensure consistent adherence to standards, processes, and governance.


You are confident managing vendor and stakeholder relationships, balancing competing priorities, and ensuring alignment across multiple delivery streams. Your experience in risk management, compliance, and system resilience enables you to operate effectively in environments where reliability and customer impact are critical.
