In this role, you'll:


You’ll lead the development and delivery of strategy for the tolled motorway network, driving cohesive, future-focused initiatives that support reform priorities and network objectives. This includes setting clear strategic direction through plans, performance frameworks and continuous improvement initiatives, ensuring the network responds to evolving customer, community and stakeholder expectations.

You’ll provide strategic leadership and advice on key initiatives, investment opportunities and external proposals, with a strong focus on identifying risks and ensuring robust mitigation strategies are in place. Drawing on data and evidence, you’ll shape customer and network strategies that optimise motorway usage and deliver better outcomes across the network for all motorists. You’ll also identify emerging trends and opportunities, working across the agency and broader agencies to respond to short, medium and long-term priorities.

Collaboration will be central to your success, as you build and maintain strong relationships across government, industry and the community to support strategy development and delivery. You’ll represent the function on critical cross-Transport programs, ensuring alignment and integration, while providing regular insights and advice to senior leaders. Alongside this, you’ll lead a small team, fostering a high-performing and agile environment that can deliver outcomes and embed meaningful change across the function.

We have two roles available – 1 x permanent full-time and 1 x fixed-term full-time until December 2026.

About you


You’re a strategic and outcomes-focused leader with strong experience in developing and delivering complex strategies, ideally within transport, infrastructure or tolling environments. You bring a deep understanding of tolling and motorway networks, including the broader policy, customer and commercial considerations that shape long-term planning and performance.

You have demonstrated experience delivering high-level strategic initiatives, business cases and plans, with the ability to identify opportunities and translate them into practical, actionable outcomes. You’re highly analytical and comfortable working with data to inform decisions, and you bring a strong understanding of risk to ensure strategies are robust and future ready.

You’re a confident communicator and relationship builder, able to engage and influence a wide range of stakeholders with competing priorities. You thrive in dynamic environments, balancing strategic thinking with a strong focus on delivery and continuous improvement. As a leader, you bring energy, curiosity and a ‘gets things done’ mindset, with the ability to guide and support a small team to deliver meaningful outcomes for customers and the people of NSW.
