In this role, you'll:


Be part of a high performing Group Technology team delivering the technology foundations of the RegStar Program. Reporting to the Program Test Lead, you will play a pivotal leadership role in championing quality and uplifting testing discipline, while setting the direction for quality at scale by defining and governing the end to end testing strategy for one of NSW Government’s largest and most complex digital transformation programs - helping deliver a future ready, secure and human centred platform that will serve the people of NSW for decades to come.

Provide program-scale quality leadership across a complex, multi-agency and multi-vendor environment, embedding testing and assurance early and throughout the delivery lifecycle—from design through to release and transition.

Lead enterprise-wide regression testing, UAT and business assurance, managing quality risks, protecting platform stability, supporting frequent releases and ensuring business readiness and go-live confidence.

Champion test automation and non-functional testing, driving effective coverage across performance, security, resilience and accessibility, and supporting modern CI/CD practices where appropriate.

Establish, govern and enforce industry-recognised testing frameworks, standards and methodologies, ensuring consistent application across vendors, delivery partners and internal teams.

Partner with product, technology and business leaders to embed quality end-to-end, uplift testing capability through clear standards and governance, and drive accountability for consistent, high-quality outcomes.

Act as a trusted advisor to senior leaders, clearly communicating testing insights, outcomes and risks to support informed, robust decision-making across the program.

About you


You are a senior testing and quality leader and critical thinker who brings structure and clarity to complex, large-scale transformation programs.

You operate confidently at executive level while remaining grounded in delivery realities, and you thrive in environments that demand strong standards, reduced ambiguity and active delivery risk management across multiple streams.

You will bring:


• Extensive experience working in government organisations, preferably within highly regulated environments.


• Demonstrated success providing testing and quality leadership at enterprise or major program scale, including multiple workstreams and high business impact initiatives.


• Proven experience across multiple ERP and CRM implementations, delivering end-to-end testing outcomes from strategy through to execution and assurance.


• Consulting experience with leading consulting firms or advisory practices, bringing strong stakeholder engagement and advisory capability.


• Deep expertise in designing, governing and enforcing testing frameworks, standards and methodologies, including: ISTQB Testing Standards, ISO/IEC 29119 – Software Testing, ITIL for Service Quality and Delivery, WCAG Accessibility Standards, Delivery methodologies including Agile, Scrum, SAFe and Waterfall.


• Strong hands-on understanding of regression testing, UAT, test automation and non-functional testing at scale.


• Capability to manage complex vendor and partner ecosystems, holding delivery partners to account through strong governance and assurance.


• The ability to influence with credibility, communicate with precision and build trusted relationships with senior stakeholders.
