Job Description

CARE is seeking a strategic and operationally excellent talent acquisition professional to serve as our Senior Manager, Global Talent Acquisition. This role is responsible for leading the execution of CARE's talent acquisition strategy for country office, regional, and international positions, attracting diverse, mission-driven professionals across CARE's global footprint.

The Senior Manager will partner closely with the Senior Director, Talent Management & Culture, HR Business Partners, and country office People & Culture teams to ensure that talent acquisition efforts are globally consistent, locally relevant, and aligned with workforce planning priorities. This role combines strategic thinking with hands-on recruitment leadership, directly managing a team of two recruiters while personally managing senior-level and hard-to-fill country office and regional searches.

The ideal candidate brings deep expertise in international talent acquisition, including knowledge of regional and country-level labor markets across Africa, Asia, Latin America, and the Middle East, and a demonstrated commitment to CARE's mission and culture in all aspects of the recruitment lifecycle. This person thrives in a fast-paced, matrixed, multinational environment and is equally comfortable advising leadership on talent strategy as they are sourcing quality candidates for critical Country Office and Regional roles, such as Country Director.

Key Responsibilities

Strategic Leadership & Global Execution

  • Lead the Vision: Implement a robust global talent strategy that aligns with CARE’s workforce planning and long-term organizational priorities.
  • Full-Cycle Executive Search: Personally manage high-stakes, senior-level recruitments (e.g., Country Directors and Regional Advisors), from initial scoping and sourcing to offer negotiation and onboarding.
  • Pipeline Innovation: Build proactive talent pipelines for recurring and critical roles to minimize business disruption and reduce time-to-fill.
  • Employer Branding: Partner with Marketing to cultivate a compelling global employer brand that resonates across diverse geographies and digital platforms.

Team Management & Operational Excellence

  • Mentor & Manage: Lead, coach, and develop a dedicated team of talent acquisition professionals, fostering a culture of high performance and professional growth.
  • Data-Driven Insights: Leverage ATS tools and analytics to identify recruitment trends, optimize source effectiveness, and provide actionable intelligence to senior leadership.
  • Process Standardization: Develop and maintain global recruitment manuals, interview guides, and assessment templates to ensure consistency and quality across all country offices.

Global Support & Inclusion

  • Partner with P&C: Act as a subject matter expert for Country Office People & Culture (P&C) teams, providing coaching on bias mitigation and advanced sourcing techniques.
  • Champion Equity: Ensure every stage of the talent lifecycle is fair, transparent, and reflective of CARE’s commitment to diversity, inclusion, and safeguarding.
  • Internal Mobility: Collaborate with the Talent Management team to facilitate internal career paths and promote global talent mobility.
