Job Description

You can create a unique and lasting impact on the people of Transport for NSW through leading a team that supports the Strategy, Insights & Customer Experience (SICE) branch to deliver high-quality planning, governance and portfolio management.

In this role:

As the Senior Manager, SICE PMO you will lead the SICE Program Management Office, a core enablement function within Customer Integration & Delivery. The PMO supports the Strategy, Insights & Customer Experience (SICE) branch to deliver high‑quality planning, governance, performance and portfolio management.

Your team will oversee integrated business planning, prioritisation, cost management, contracts, risk, operational planning, performance reporting and governance. You will provide the leadership, frameworks and systems that ensure SICE delivers consistently, transparently and in alignment with both branch and organisational priorities.

You will lead the PMO to enable informed, evidence‑based decision‑making across SICE. You will establish and embed best‑practice planning and governance frameworks, ensuring strong alignment to budget and reporting cycles, and oversee the coordination of risk, performance, operational planning and portfolio management activities.

You will be responsible for building a high‑performing team, strengthening foundational processes and architecture, and driving continuous improvement in how the branch plans, reports, monitors and evaluates performance. Through effective leadership and strategic insight, you will ensure SICE delivers on its customer and community outcomes.

Key Accountabilities

  • Lead integrated business planning across SICE, ensuring alignment between strategic priorities, funding submissions, initiative planning and organisational objectives.
  • Embed robust governance and performance monitoring frameworks, delivering clear insights and advice that assist decision‑makers and drive continuous improvement.
  • Oversee management of financial resources, contract management and operational processes, ensuring compliance and efficient use of public funds.
  • Provide strategic advice and thought leadership to senior executives on planning priorities, risk mitigation, performance optimisation and reform initiatives.
  • Lead branch‑wide performance reporting and operational planning, ensuring insights and data inform strategic priorities, resource decisions and delivery risk management.
  • Coordinate risk and issue management activities, ensuring consistent frameworks and governance processes support transparency and accountability.
  • Build and lead a high‑performing team, fostering collaboration, accountability, and a strong service‑focused culture within the PMO.
  • Develop and maintain strong stakeholder relationships across SICE, the division and the broader Transport cluster, ensuring effective communication and coordination.

About You:

You are a strategic, influential and highly organised leader who thrives in complexity. You bring the capability to define clear systems and frameworks that make a large and diverse branch operate smoothly and consistently. You understand how to translate strategy into structured planning processes, governance rhythms and performance insights that support senior decision‑makers.

You bring strong analytical capability and financial acumen, with the ability to interrogate data, financial information and insights to inform sound decision‑making. You are comfortable working with complex budgets, cost drivers and forecasts, ensuring resources are aligned to strategic priorities and deliver value for money. Through disciplined analysis and financial oversight, you provide confidence in planning assumptions, funding submissions and performance outcomes, and support senior leaders to understand trade‑offs, risks and opportunities.

You are a strong communicator who can navigate ambiguity, balance competing priorities and bring structure, clarity and confidence to teams and stakeholders. You can move seamlessly between high‑level strategy and operational detail, ensuring the PMO both sets direction and supports day‑to‑day delivery.

You are known for building high‑performing teams and developing others. You coach, mentor and empower staff, fostering a culture of accountability, collaboration and continuous improvement. Above all, you are motivated by delivering exceptional outcomes for customers and communities through strong governance, rigorous planning and a disciplined approach to performance and risk management.
