SUMMARY OF POSITION
The Senior Manager (SR.), Residential Medical Services Operations, is responsible for ensuring the delivery of safe, high quality medical care across all residential facilities. This position provides direct supervision to the Medical Services Managers and RN overseeing daily medical operations, and ensures full compliance with all applicable regulatory standards, including Title 22 and Title 9. The Senior Manager works collaboratively with residential program leadership and multidisciplinary teams to maintain operational integrity, strengthen clinical practices, and drive continuous improvement in client care.
ESSENTIALS DUTIES
- Provides comprehensive supervision and development of Medical Services Managers/RN through recruitment, hiring, onboarding, performance evaluation, and progressive discipline. Ensures staff accountable for accurate performance of client care delivery, shift coverage, required training, and compliance with site specific client tracking tools (e.g., injections, medical and psychiatric appointments, histories and physicals, TB testing, infection control checks, urinalysis, etc.).
- Holds Medical Services Manager/RN accountable for meeting regularly with clients to provide medication education and ensuring all services are accurately documented in the clinical record.
- Ensures Medical Services Managers/RN communicate timely updates on client medical status and psychiatric concerns to program staff, including psychiatrists and nurse practitioners (e.g., changes in condition, delays in care, other relevant clinical findings impacting treatment).
- Verifies that all nursing procedures delivered within residential programs comply with Gateways’ policies, professional licensing standards, regulatory requirements and established Standards of Practice.
- Provides guidance and clinical support to Medical Services Managers/RN in developing appropriate nursing interventions and treatment goals for clients.
- Collaborates with Quality Improvement and Clinical departments to identify, track, trend, and address medication related incidents, discrepancies, and pharmacy related errors; participates in root cause analysis and prepares and presents monthly and quarterly quality and safety reports to the Quality Improvement Committee.
- Participates in required inservice trainings and designated meetings and conducts inservice trainings for staff on medication room operations, clinical procedures, and compliance expectations.
- Serves as a clinical resource for consultation, crisis response, and emergency on-call coverage.
- Ensures Medical Services Managers are communicating with the pharmacy regarding client medications ordered, reconciliation of deliveries and prescription delays to ensure prompt resolutions. Serves as backup point of contact for external pharmacy communications.
- Conducts monthly and quarterly audits to ensure that Medical Services Managers maintain high standards of quality control for medication administration records, destruction logs, and all other medication room documentation and protocols.
- Facilitates ongoing, scheduled discussion and collaboration with residential Program Directors and Quality Improvement Committee to achieve compliance with established guidelines for medication room operations and client medical/psychiatric care.
- Serve as a supportive secondary point of contact for external communications, including client hospitalizations, nurse to nurse handoffs, etc.
- Contributes to a positive therapeutic milieu by action and responsible communication with coworkers, supervisors, and administration on any issue of concern relevant to job responsibilities and the agency.
- Collaborates with QI Department to develop policy and procedure, performance standards and key performance indicator reports for residential medication rooms.
- Develops and facilitates training/education around compliance issues, agency goals and strategy.
- Stays informed on updated regulations, policies and standards of practice, and ensures Medical Services Managers incorporate updates into their job duties.
- Ensures timely submission of accurate clinical documentation and monitors compliance with DMH/DHS documentation standards.
- Facilitates monthly and quarterly meetings with Medical Services Managers/RN to review updated policies, protocols, operational expectations, etc.
- Seeks appropriate guidance from primary supervisor to achieve expected operational outcomes.
- Establishes channels of communication that promote department and interdepartmental collaboration
- Performs other additional related tasks as assigned.

QualificationsEDUCATION & CERTIFICATES
Minimum Education:
- Bachelor of Science in Nursing (BSN).
EXPERIENCE/QUALIFICATIONS
- 3 to 5 years’ experience as a Registered Nurse (RN)
- 2 to 3 years supervisory/management experience
- Experience in residential or behavioral health medical services
- Strong knowledge of medication management, regulatory compliance, and quality improvement
- Experience supervising clinical staff preferred
- Experience with the Nonviolence Crisis Intervention, seclusion and restraints, or CPI related training.

REQUIREMENTS
- Must pass Department of Justice (DOJ), Federal Bureau of Investigations (FBI), and Community Care Licensing (CCL) background clearance.
- Valid California Driver’s license.
- TB clearance.
- Driving record acceptable for coverage by Gateways insurance carrier.
