About the role:

We are seeking a Senior Manager to be an integral member of the Research, Monitoring, Evaluation, and Learning (RMEL) team This role will lead the design, implementation, and oversight of research and evaluation initiatives within our Primary School Education Program.

This position is central to generating high-quality evidence and insights to inform program design, improve implementation, and demonstrate impact, especially in low-resource primary education settings. The role requires strong analytical skills, research design expertise, and a deep understanding of the Indian primary education landscape.

The Senior Manager will support a future-ready, strategic research agenda, exploring innovative ideas for learning in line with our program areas and the broader field of education systems.

Core Responsibilities:

1. Research Design and Implementation

  • Design and lead rigorous qualitative and quantitative research studies (primary and secondary).
  • Develop research frameworks, methodologies, tools, and protocols aligned with national and global education standards
  • Collaborate extensively with external research partners, academic institutions, and consultants to co-design and implement studies.
  • Align research prioritization with the organization's five-year strategy (2025-2030).

2. Research and Evaluation Strategy

  • Strengthen existing research and evaluation frameworks and systems to track program outcomes, performance, and impact, benchmarking against external standards.
  • Ensure the integration of learning agendas into all research and evaluation activities to support adaptive program management.
  • Develop and oversee the use of Theory of Change, logical frameworks (Logframes), and indicator matrices across all research and evaluation actions.
  • Craft a comprehensive 3-year research and evaluation strategy.

3. Research Data Management, Repository & Analysis

  • Supervise data collection, quality assurance, and analysis, ensuring data is accessible, ethical, and compliant with data protection standards.
  • Utilize statistical software (e.g., STATA, R, SPSS) and qualitative analysis tools (e.g., NVivo, Atlas.ti) to derive insights.
  • Translate complex data and evidence into actionable recommendations for program improvement and stakeholder communications.

4. Research Reporting & Dissemination

  • Prepare high-quality reports, policy briefs, presentations, and publications for both internal and external stakeholders (funders, government partners, education networks, etc.).

5. Capacity Building & Technical Support

  • Build the capacity of program and field teams on various mixed-method research tools and techniques for localized research planning.
  • Provide technical support in commissioning research systems at the field level.
  • Mentor research-based volunteers and interns as needed.

6. Stakeholder Engagement

  • Collaborate closely with program unit heads, government partners, and funders to explore research ideas and knowledge needs.
  • Contribute to strategic planning and fundraising efforts by providing research-backed inputs and insights.

Educational Qualifications, Skills, and Abilities:

Qualifications & Experience:

  • Masters or PhD in Education, Development Studies, Public Policy, Statistics, Economics, or a related field.
  • 10+ years of progressive experience in research and evaluation, preferably in the education sector with an emphasis on public education systems.
  • Strong knowledge of mixed-methods research, experimental and quasi-experimental designs, and participatory research approaches.
  • Proven ability to design large-scale education-based research and evaluation, including longitudinal studies.
  • Demonstrated experience working effectively with education stakeholders, including government systems, NGOs, and funders.

Knowledge, Skills, and Abilities (Must-Haves):

  • Experience facilitating research development and applying insights to support effective decision-making.
  • Experience in quantitative and qualitative research methods, tool design, validation, data collection, and analysis.
  • Demonstrated experience in strategic thinking, research, and evaluation planning and implementation.
  • A high level of professional skill in:
    • Responsible Data: Experience working on education program research involving data collection among vulnerable populations.
    • Systems and Complexity: Strong foundations in systems thinking; commitment to capturing learning and integrating relevant ideas into the program.
    • Collaboration: Solid experience collaborating effectively across multiple functions and geographies.
  • Familiarity with the National Education Policy 2020 frameworks and global education indicators (e.g., SDG 4).

Travel:

  • Willingness to travel to program locations (approximately 20-30% of the time).
