ASRC Federal is seeking a Senior Manager of the Proposal Writing Team to join the Proposal Operations organization. This position provides strategic leadership and management to a team of professional Proposal Writers. The Senior Manager serves as a manager and a working lead, contributing to proposal development efforts while advancing proposal writing standards, processes, and team performance.

This is a management role that will report directly to the Senior Director of Proposal Operations within ASRC Federal’s Growth organization.
The Senior Manager will manage a team of writers and will also be a writer themself. The Senior Manager will manage a team of 7+ proposal writers to ensure content increases ASRC Federal’s ability to win technical and mission-based proposals.

In addition to leading and managing a team, capabilities and tasks will include:
• Developing, writing, and editing technical and non-technical proposal documents that include management approaches, past performance, corporate experience information to communicate the company's strengths and value to a wide range of audiences.
• Collaborating with functional departments, such as Business Development, Capture Management, and Operational leaders, to gain information regarding technical specifications and customer standards.
• Overseeing preparation of illustrative materials, drawings, sketches, diagrams, and charts.
• Conducting quality review of materials.

Key Responsibilities
• Leadership and Team Development
◦ Lead, mentor, and coach a team of Proposal Writers to foster a high-performance, collaborative environment.
◦ Provide thought leadership to advance writing quality and consistency across the organization.
• Resource and Workload Management
◦ Allocate writing resources in coordination with the Senior Director of Proposal Operations and the Proposal Operations Leadership Team.
◦ Support proposal staffing strategies to meet business development priorities.
• Process and Quality Improvement
◦ Partner with leadership to enhance proposal writing processes, tools, templates, and best practices.
◦ Develop and deliver training to ensure consistent application of writing standards.
• Proposal Development
◦ Collaborate with Proposal Managers, Capture Managers, Solution Architects, and Subject Matter Experts to develop compliant, compelling proposal content.
◦ Write and edit technical, management, transition, resumes, and past performance sections that align with solicitation requirements and corporate messaging.
◦ Integrate key themes and discriminators to strengthen proposal competitiveness.
• Quality Assurance and Compliance
◦ Participate in color team reviews and ensure proposal sections meet compliance and quality standards.

Required Qualifications
• Bachelor’s degree; additional experience may substitute for education.
• Minimum of 10 years of Federal Government proposal writing experience, with at least 2 years’ experience managing a team within a growth organization.
• Demonstrated successful experience managing and mentoring proposal professionals with a team size of at least 7.
• Proven ability to collaborate effectively with senior leaders and cross-functional teams.
• Strong analytical, organizational, and time management skills.
• Experience developing annotated outlines and draft responses for Federal solicitations.
• Successful results in winning complex proposals.
• Ability to work non-traditional hours (evenings, weekends, holidays) and travel as required.

Preferred Qualifications
• APMP or equivalent proposal management certification.
• Familiarity with AI-based tools for proposal drafting and content development.
• Experience in leading and developing proposal sections (i.e., Executive Summaries, Technical, Management, Transition, Past Performance, Staffing Plans, etc.) as the lead writer.
• Management of geographically dispersed teams.
• VA, DC, MD locations preferred although remote/hybrid acceptable
