Founded in 1884, The Hong Kong Jockey Club (“the Club”) is a world-class racing club that acts continuously for the betterment of our society. The Club has a unique integrated business model, comprising racing and racecourse entertainment, a membership club, responsible sports wagering and lottery, and charities and community contribution. Through this model, the Club generates economic and social value for the community and supports the HKSAR Government in combatting illegal gambling.

The Division - Property Department

The Property Department is committed to providing integrated, customer-centric, sustainable and cost effective asset management, development management, project management and facilities management services to the key Business Units in the Club.

The Job

1. Assist to review and ensure that the scope is well defined and that the Design Brief combined with the Conceptual, Preliminary, Detailed Design & Construction drawings accurately reflect the user requirements from a building services Engineering perspective. Liaise and coordinate between multiple business units (e.g. FM/Racing Operations/IT/Security etc.), the Property team and the PRM.
2. Support in the delivery of complex projects from inception, developing SMART (specific, measurable, achievable, realistic, time bound) objectives, scoping, design development, implementation and ultimately operation to the satisfaction of all Club stakeholders. The ability to solve problem independently and provide their opinion on specific items will be required.
3. Assist in the development of strategies and planning for all MEP related aspects of projects.
4. Work closely with the PRM manager on the sequencing and timing of any MEP related works and their interfaces with other works and statutory compliance requirements.
5. Identify and quantify any and all MEP related risks to projects and interfacing activities.
6. Undertake reviews, inspections and observations of all areas of operations, against the applicable policies, building codes, regulations, ordinances and directives.
7. Implement a quality assurance program with frequent inspections tours, to check condition on building and equipment and monitor work progress.
8. Assist in both front end planning with respect to Facility Management requirements, mean time between failures, total cost of ownership/whole life costings ensuring they are well considered and developed.
9. Assist in the formulation of the strategy and review of all handover plans to ensure the handed over facilities meet the design brief and end user requirements and are functioning well at the point of receiving.
10. Work closely with the PRM team in development management, project strategies and general project management duties as directed.

About You

• Proven track record in the design and construction of engineering projects.
• Project management/governance experience in delivering projects on time and within budget, whilst meeting operational objectives.
• A minimum of 8 years relevant professional engineering experience across the full project lifecycle (concept, preliminary, detailed design, construction, handover, defects, operation).
• Building services engineering experience in design and construction and/or Facilities Management.
