Job Description

[What the role is]

Successful candidate will be appointed on a contract basis and will be seconded to the Ministry of Culture, Community and Youth (MCCY).

The Registry of Muslim Marriages aims to be a world class marriage institution that provides support for the building of strong and stable families. The Syariah Court (SYC) is a key institution for the Singapore Muslim community and seeks to be a reliable, dynamic and just court which inspires confidence to best serve the Muslim community.

You will review and evaluate policies that strengthen ROMM-SYC's mandate and enhance our capability to support Muslim families to strengthen marriages and parenthood readiness. You will also develop and implement children's programmes that address gaps in early intervention and family support. You will manage policy reforms that enhance statutory effectiveness, develop evidence-based interventions for children and families, and ensure that legal frameworks evolve to meet contemporary family challenges facing Singapore's Muslim community.

[What you will be working on]

  • Review policies that promote strong marriages, effective parenting, and early childhood development within the context of Muslim families in Singapore, aligned with national policy frameworks.

  • Lead legislative amendment processes for AMLA and MMDR to enhance statutory effectiveness.

  • Design and implement evidence-based programmes supporting parenthood readiness and early childhood development aligned with national frameworks.

  • Lead stakeholder consultation processes for policy development and programme design.

  • Conduct research, environment scans and analyse trends on Muslim family dynamics, child development outcomes, and programme effectiveness.

[What we are looking for]

Work Experience

  • Tertiary education with at least 5 - 7 years of working experience in the related field.

Competency Requirements

Clear and Concise Writing

  • Express main ideas clearly and concisely in writing.

Design for Implementation and Communication

  • Formulate policies that integrate strategic communications considerations from inception, ensuring effective public engagement and understanding.

  • Develop practical policy solutions with a keen awareness of implementation challenges, balancing ideals with on-the-ground realities.

Stakeholder Engagement

  • Strategically identify, analyse, and prioritise stakeholders across diverse domains, developing targeted engagement approaches.

  • Build and maintain effective relationships with varied stakeholders, demonstrating cultural sensitivity and aligning partnerships with organisational goals.

Data-driven Policy Analysis

  • Utilise data analytics to review existing policies, programmes, and initiatives, assessing their effectiveness and impact.

  • Develop evidence-based recommendations for new or improved strategies, leveraging insights from complex data analysis.

Personal Attributes

  • Strong organisational and coordination skills to manage multiple tasks in a fast-paced working environment.

  • Able to work in a team and independently.

  • Proactive in seeking opportunities to collaborate with other parties.
