您是能在產線現場與經營決策之間游刃有餘的營運領導者嗎?瓦特龍誠徵營運資深經理,帶領位於苗栗縣的台灣廠區。您將全面負責廠區營運績效,涵蓋製造、供應鏈、工程、品質、設備維護與廠務,並擔任廠區環安衛(EHS)、法規遵循及營運持續管理的最高負責人。
本職位服務半導體產業,身處多樣少量(HMLV)的生產環境:產品複雜、需求多變、品質要求嚴格、交期短,並需與國際一流客戶密切合作。精實(Lean)是我們的營運策略,您將以此達成安全、品質、交期、成本、人才與成長目標,同時打造具備能力、反應迅速且可擴展的營運組織。
工作內容
廠區策略、領導與財務
- 領導台灣廠區製造、供應鏈、工程、品質、設備維護與廠務等營運團隊。
- 制定並執行與業務成長、客戶期望及公司目標一致的廠區營運策略。
- 與財務部門合作,負責廠區營運預算、資本支出(Capex)計畫、標準成本及存貨與營運資金目標。
- 主導廠區導入 瓦特龍系統、政策與 Watlow Business System,包括 ERP、營運標準及報表制度。
營運管理系統與規劃
- 建立完善的營運管理系統,包括日常管理、KPI 檢討、結構化問題解決及明確的問題升級機制。
- 將業務預測與客戶需求轉化為產能、人力、設備、供應鏈及工程規劃。
- 確保生產計畫、現場執行、目視化管理及績效管理制度健全運作。
- 主導新產品導入(NPI)、產品量產化及製程移轉,包括新產線與新製程的客戶認證。
工程、品質與供應鏈
- 在與事業單位議定的設計權責範圍內,領導支援廠區營運的製程/製造工程、品質工程及設計工程團隊。
- 負責廠區品質管理系統(ISO 9001),包括客戶及第三方稽核、變更管制,並依半導體客戶 Copy Exact 要求執行製程/產品變更通知(PCN)。
- 與業務部門合作處理客戶抱怨升級與稽核,並負責執行、圍堵措施及矯正行動(8D)。
- 確保物料供應滿足客戶交期需求,同時維持合理的存貨水準與營運資金。
- 發展供應商體系,包括供應商選擇、供應商品質與績效管理,以及關鍵料件的雙重來源與風險管控。
精實與持續改善
- 建立並深化精實製造、持續改善與結構化問題解決的企業文化。
- 推動 Watlow True North 指標持續改善。
人才、組織與利害關係人
- 打造涵蓋製造、供應鏈、工程與品質的高績效領導團隊。
- 與人資部門合作,負責人力規劃、關鍵職位接班規劃、員工敬業度與留任。
- 與人資部門合作,確保廠區遵循台灣勞動法規,包括工時與加班上限、勞資會議及移工相關規範。
- 代表台灣廠區參與區域及全球營運會議,推動各廠區與跨部門間的協作一致。
環安衛、營運持續與法規遵循
- 負責廠區環安衛績效,確保符合《職業安全衛生法》、環保與消防法規及相關許可,並適用 ISO 14001/45001 管理系統。
- 負責廠區營運持續計畫(BCP),涵蓋地震、颱風、停電停水及關鍵供應商風險。
- 確保遵循出口管制、海關與貿易規範、客戶機密資訊保護及 瓦特龍行為準則。
主要合作對象
內部:亞洲營運副總裁、事業單位主管、業務、全球及區域營運、工程、品質、供應鏈、財務、人資、環安衛、法務/貿易合規及資訊部門。外部:半導體客戶(品質、供應鏈及工程單位)、供應商、稽核與驗證機構,以及地方主管機關。
必備條件
- 工程、製造、營運管理、供應鏈或相關理工科系學士以上學歷。
- 12 年以上製造或營運相關工作經驗,並具備重要管理職責。
- 5 年以上帶領多個營運部門或大型複雜製造組織之經驗。
- 具半導體、半導體設備、先進電子或同等高要求科技製造產業經驗。
- 具帶領多樣少量(HMLV)生產營運之豐富經驗。
- 具跨製造、工程、品質與供應鏈等多領域的領導經驗。
- 熟悉生產規劃、產能管理、物料流、存貨管理、品質系統及工程支援。
- 具備台灣勞動法規及職業安全衛生法規之實務知識。
- 具提升準時交貨率(OTD)、交期、品質、生產力、存貨及成本績效之具體成果。
- 具管理客戶期望、客戶稽核及營運問題升級處理之經驗。
- 具優秀的分析、問題解決與決策能力,能在變革與快速成長中帶領團隊。
- 中英文讀寫流利,具繁體中文商業書信寫作能力。
加分條件
- 工程、營運管理、供應鏈或企業管理碩士學歷。
- 曾服務全球半導體 OEM、設備製造商或晶圓廠。
- 具半導體資本設備、熱能系統、精密製造或機電組件相關經驗。
- 具新產品導入、量產化、製程移轉及客戶認證經驗。
- 熟悉精實、六標準差、Kaizen 或其他卓越營運方法。
- 曾領導台灣製造廠區,並負責環安衛與勞動法規遵循。
- 具 ISO 9001、ISO 14001 及 ISO 45001 管理系統經驗。
- 具全球矩陣式製造組織工作經驗。

Senior Manager, Operations

About the Role
Are you an operations leader who thrives on the factory floor as much as in the boardroom? Watlow is looking for a Senior Manager, Operations to lead our Taiwan site in Miaoli County. You will own site performance end to end across Manufacturing, Supply Chain, Engineering, Quality, Maintenance, and Facilities, and you will be the accountable site leader for EHS, regulatory compliance, and business continuity.
This is a high-impact role in a high-mix, low-volume (HMLV) environment serving the semiconductor industry: complex products, shifting demand, stringent quality requirements, short lead times, and close collaboration with world-class customers. Lean is our operating strategy, and you will use it to deliver Safety, Quality, Delivery, Cost, People, and Growth objectives while building a capable, responsive, and scalable organization.
What You Will Do
Site Strategy, Leadership & Financials
- Lead Taiwan operations across Manufacturing, Supply Chain, Engineering, Quality, Maintenance, and Facilities.
- Set and execute a site operations strategy aligned with business growth, customer expectations, and company objectives.
- Own the site operating budget, capex plan, standard cost, and inventory and working capital targets in partnership with Finance.
- Lead integration of the site into Watlow systems, policies, and the Watlow Business System, including ERP, operating standards, and reporting.
Operating System & Planning
- Build a strong operating system with daily management, KPI reviews, structured problem solving, and clear escalation paths.
- Translate forecasts and customer requirements into capacity, staffing, equipment, supply chain, and engineering plans.
- Ensure robust production planning, shop-floor execution, visual management, and performance management.
- Lead NPI, product industrialization, and manufacturing transfers, including customer qualification of new lines and processes.
Engineering, Quality & Supply Chain
- Direct process/manufacturing, quality, and design engineering supporting site operations, within the design authority agreed with the business unit.
- Own the site quality management system (ISO 9001), customer and third-party audits, change control, and PCN execution in line with semiconductor copy-exact requirements.
- Partner with Sales on customer escalations and audits, owning execution, containment, and corrective action (8D).
- Secure material availability for customer delivery while managing inventory and working capital.
- Develop the supply base, including supplier selection, supplier quality and performance, and dual-sourcing for critical materials.
Lean & Continuous Improvement
- Build and sustain a culture of Lean manufacturing, continuous improvement, and structured problem solving.
- Drive improvement in Watlow's True North Metrics.
People, Organization & Stakeholders
- Build a high-performing leadership team across manufacturing, supply chain, engineering, and quality.
- Lead workforce and succession planning, engagement, and retention in partnership with HR.
- Ensure compliance with Taiwan labor regulations, including working hours, overtime limits, labor-management meetings, and any migrant worker program.
- Represent Taiwan operations in regional and global forums and drive alignment across sites and functions.
EHS, Business Continuity & Compliance
- Own site EHS performance and compliance with Taiwan's Occupational Safety and Health Act, environmental and fire safety regulations, and permits, including ISO 14001 / 45001 where applicable.
- Own the site business continuity plan covering earthquake, typhoon, power and water disruption, and critical supplier risks.
- Ensure compliance with export control, customs and trade requirements, customer confidentiality, and Watlow's Code of Conduct.
Who You Will Work With
Internally, you will partner with the VP Operations Asia, business unit leadership, Sales, global and regional Operations, Engineering, Quality, Supply Chain, Finance, HR, EHS, Legal / Trade Compliance, and IT. Externally, you will engage semiconductor customers, suppliers, auditors and certification bodies, and local regulators.
What You Bring
- Bachelor's degree in Engineering, Manufacturing, Operations, Supply Chain, or a related technical discipline.
- 12+ years of progressive manufacturing or operations experience, with significant leadership responsibility.
- 5+ years leading multiple operations functions or a large, complex manufacturing organization.
- Experience in semiconductor, semiconductor equipment, advanced electronics, or similarly demanding technology manufacturing.
- Strong track record leading high-mix, low-volume manufacturing operations.
- Proven leadership across manufacturing, engineering, quality, and supply chain.
- Solid grasp of manufacturing planning, capacity management, material flow, inventory management, quality systems, and engineering support.
- Working knowledge of Taiwan labor and occupational safety and health regulations.
- Demonstrated results improving OTD, lead time, quality, productivity, inventory, and cost.
- Experience managing customer expectations, customer audits, and operational escalations.
- Strong analytical, problem-solving, and decision-making skills, and the ability to lead through change and rapid growth.
- Fluent written and spoken English and Mandarin Chinese, including Traditional Chinese business writing.
Nice to Have
- Master's degree in Engineering, Operations, Supply Chain, or Business Administration.
- Experience supporting global semiconductor OEMs, equipment manufacturers, or fabs.
- Background in semiconductor capital equipment, thermal systems, precision manufacturing, or electromechanical assemblies.
- Experience with NPI, industrialization, manufacturing transfers, and customer qualification.
- Lean, Six Sigma, Kaizen, or other operational excellence expertise.
- Prior experience leading a manufacturing site in Taiwan, including EHS and labor compliance.
- Experience with ISO 9001, ISO 14001, and ISO 45001 management systems.
- Experience in a global, matrixed manufacturing organization.
