Senior Manager of Accountable Care Innovation and Policy-(260003VM)

The Executive Office of Health and Human Services (EOHHS) is the largest executive agency in state government and oversees expenditures of approximately $19.4 billion annually. EOHHS has approximately 22,000 employees and serves approximately 2 million clients.

Section 1115 of the Social Security Act gives the Centers for Medicare and Medicaid Services (CMS) the authority to approve “non-traditional,” pilot, or demonstration projects that are likely to assist in promoting the objectives of the Medicaid program. The purpose of these “1115 waivers” is to give states additional flexibility to design and improve their Medicaid programs, and to demonstrate and evaluate state-specific policy approaches to better serve the Medicaid population. Massachusetts has operated an 1115 waiver since 1997; the most recent demonstration was authorized in 2022 and expires in 2027.

Building upon previous demonstrations, under its current 1115 demonstration, MassHealth continues the Accountable Care Organizations (ACOs) model, which launched in March 2018, and covers >80% of MassHealth’s managed-care eligible members. ACOs are transitioning a significant portion of MassHealth’s business from largely fee-for-service care towards a model where providers are accountable for managing population health, quality of care, and integration of services with financial accountability for the total cost of care.

Under the direction of the Deputy Director, the Senior Manager of Accountable Care Innovation and Policy is responsible for leading successful design and implementation of policy in several key areas, with a focus on the 1115 demonstration waiver. This position will support the design, negotiation, implementation, and evaluation of MassHealth’s 1115 demonstration waiver.

Duties and Responsibilities (these duties are a general summary and not all inclusive)

·Drive high-impact programmatic decision-making for policy initiatives related to the 1115 waiver and broader MassHealth transformation efforts.

·Partner closely with subject matter experts across behavioral health, social determinants of health, eligibility, and finance to shape and advance policy strategy.

·Synthesize complex and cross-functional policy inputs into clear recommendations and actionable implementation plans.

·Lead and manage key policy and operational decisions, ensuring alignment across teams, leadership, and external stakeholders.

·Facilitate stakeholder engagement and collaboration with internal teams, state partners, providers, and external organizations.

·Oversee end-to-end project management for the 1115 waiver, including development and tracking of project plans, milestones, and deliverables.

·Monitor project timelines, budgets, and dependencies to ensure successful execution and timely completion of initiatives.

·Identify project risks and develop proactive mitigation strategies to support smooth implementation and operational readiness.

·Review and coordinate deliverables to ensure accuracy, quality, and compliance with Centers for Medicare & Medicaid Services (CMS) requirements.

·Support the development, implementation, and operationalization of policy changes tied to the 1115 waiver and related initiatives.

·Translate policy priorities into effective operational processes, driving system-wide improvements and measurable program impact.

Preferred Qualifications

·Project management, knowledge of healthcare policy, strong communication skills, structured thinking, ability to work in a cross-functional and matrixed environment, ability to learn quickly, and comfort with basic payment/rates principles.

·Excellent organizational skills and attention to detail.

·Ability to parse complicated problems with minimal direction, and clearly communicate findings to a variety of stakeholders (internal and external).

·Ability to lead projects through organizing work, establishing operating relationships, and coordinating the work of others.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.

Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range
