Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. Our GO Expansion Operations Office is seeking a Senior Manager, Network Planning & Strategic Timetabling to lead the development and management of a team, processes, and frameworks that provide operational planning and govern and long-term train service planning activities. These activities will include Network Planning and Strategic Timetabling, train service simulation, infrastructure analysis, relationship management with delivery groups and contractors, operating strategy definition, operational business technology planning & management, performance planning, and service planning.

What will I be doing?

  • Leads the development, establishment, and management of a centralized framework and approach to Network Planning and Strategic Timetabling, planning and management for GO Expansion Operations.

  • Provides oversight to, and management of, the development of service outcomes and reporting strategy using data, analysis, trends, forecasting and tools/applications to measure and assess the quality, performance and outcomes of Operational plans and enable and support evidence-based business decisions for the long-term improvement of the operation.

  • Leads the development and harmonization of GO Expansion Operations’ long-term strategic plan, including end state and interim state train service and infrastructure plans.

  • Manages the development of Operations business strategy to support the achievement of Metrolinx’s overall GO Expansion strategy and priorities.

  • Liaises with Sponsors and Operations Commercial Management to seek input to support the development of Operational and Service Plan.

  • Works in collaboration with Finance for budget formulation and consolidation and financial performance reporting to the extent it overlaps with operational performance reporting.

  • Oversees and directs the roll out of technological and continuous improvement initiatives across GO Expansion Operations.

  • Provides creative thought leadership with input from others to develop and deploy a strategic vision; connects and aligns projects with strategic corporate goals.

  • Leads and manages a team with specific accountabilities and responsibilities within the GO Expansion Operations.

What Skills and Qualifications Do I Need?

  • Degree and/or professional qualifications in Economics, Engineering, Transportation Management, Planning, Business Administration or a related field, or specialized technical certification – or a combination of education, training and experience deemed equivalent.

  • Demonstrated years’ experience in a leadership role, in the transit industry/sector, managing the performance evaluation and delivery of multi-modal transit services, in a customer-centric focused public transportation environment.

  • Knowledge of transportation management and service planning methods, best practices, relevant legislative and regulatory requirements applicable to the delivery, management and governing of rail services.

  • Knowledge of performance management and evaluation and data analytics methods, strategies and best practices to lead the development of a performance and financial management strategy for Transit Operations and provide technical expertise and oversight to the analysis and reporting of metrics and KPIs through effective data analytics.

  • Knowledge of Metrolinx and the provincial and national transit industry is an asset

  • Service-focused leadership and influencing skills to provide senior technical and administrative leadership to an operating or functional unit.

  • Experience using and managing rail simulation and timetabling software is an asset.

  • Knowledge of project management principles and practices to manage and provide oversight to Transit Operations projects, including the identification and prioritization of projects, defining project scope, terms of reference and project plans, project resources (e.g. hiring outside consultants) and budgets, timelines and deliverables.

  • Managerial and leadership experience with the ability to plan, set priorities, schedule and manage staff and team deliverables.

  • Knowledge of Human Resources legislation (e.g. Employment Standards Act, Occupational Health & Safety Act, etc.) to monitor and manage employees and contractors, including experience in the application of collective agreement provisions.

  • Knowledge and experience in operational planning, budget development, planning and management processes.

  • Strong communication and stakeholder relationship skills.

  • Strong written and oral presentation skills with demonstrated ability to brief and work with senior-level executives.
