Regulatory Applications is the custodian of one of NSW’s most mission-critical systems - DRIVES - underpinning essential licensing, registration and regulatory services. We are entering a significant, business-led transformation that will evolve a complex legacy ecosystem into a modern, customer-focused platform - while continuing to safeguard critical services relied upon every day across the state. This is a senior leadership opportunity based in Parramatta, responsible for leading the delivery, support, and lifecycle management of the Licensing product portfolio that underpins Transport’s regulatory services.
You will take ownership of a complex application landscape supporting licensing and regulatory platforms, ensuring stability, compliance, and performance while driving the modernisation of legacy systems into contemporary digital solutions. Operating within a 24/7 environment at scale, you will balance operational stability with transformation delivery across multiple programs.
In this role, you will lead the delivery of the eBusiness and Licensing Digital transformation roadmap, aligning resourcing, capability, and delivery models across internal teams and external partners. You will embed Agile, DevOps, and lean SDLC practices, ensuring full-stack delivery that is scalable, secure, and aligned with enterprise architecture.
You will oversee multiple applications and delivery streams, ensuring interoperability and alignment across systems, while managing vendor and managed service providers to achieve strong performance, SLA outcomes, and value for money.
You will also be responsible for budget management, forecasting, and benefits realisation, ensuring transparency and financial discipline across both transformation programs and operational run costs. A key part of the role is embedding cyber security, privacy, and resilience into delivery practices.
Leading a team of approximately 10–12 staff, you will build capability, implement structured processes, and ensure adherence to standards while guiding teams through a period of legacy modernisation and digital uplift.

About you
You are an experienced senior leader with a strong background in technology delivery, product management, or digital transformation, ideally within large-scale, regulated environments. You bring experience managing complex application portfolios at scale, with exposure to transitioning legacy systems into modern digital platforms.
You have strong experience working in Agile environments, with the ability to deliver full-stack solutions while maintaining governance, quality, and compliance. You are comfortable operating in 24/7 environments, ensuring stability while progressing transformation initiatives.
You are highly organised and capable of prioritising across competing demands, with strong experience in resource allocation, delivery governance, and team leadership. You bring the ability to implement structured processes, uplift delivery capability, and ensure adherence to standards across teams.
You are a strong stakeholder manager, able to collaborate effectively across internal business units, technology teams, and external vendors, balancing competing priorities and driving aligned outcomes.
With a strategic and delivery-focused mindset, you are passionate about modernising platforms, improving customer outcomes, and delivering secure, compliant, and high-quality digital products that support Transport’s regulatory services.
