Regulatory Applications is the custodian of one of NSW’s most mission-critical systems - DRIVES - underpinning essential licensing, registration and regulatory services. We are entering a significant, business-led transformation that will evolve a complex legacy ecosystem into a modern, customer-focused platform - while continuing to safeguard critical services relied upon every day across the state. This position will play a key leadership role in that journey.

In this role, you'll:


This is a critical senior leadership role responsible for the delivery, support, and lifecycle management of the DRIVES Licensing Core system, which underpins licensing services across Transport for NSW.


Operating within a highly visible, 24/7 environment, this role ensures the stability, security, and compliance of one of Transport’s most important regulatory platforms, while driving the modernisation of legacy systems into future digital solutions. A key focus is maintaining uninterrupted service delivery during transformation, ensuring there is no impact to customers or the broader community.


You will own delivery of the Licensing Core transformation roadmap, aligning internal teams and external partners to meet regulatory deadlines, customer expectations, and operational priorities. This includes embedding Agile, DevOps, and structured SDLC practices to support reliable, scalable, and secure delivery outcomes.


You will manage a complex delivery ecosystem, balancing legacy system constraints with modernisation initiatives, while ensuring strong governance across cyber security, privacy, and resilience. The role requires oversight of vendor and managed service performance, including SLA management and commercial accountability across a multi-vendor environment.


You will be responsible for budget management, forecasting, and benefits realisation, ensuring transparency and strong financial discipline across both transformation and operational activities.


Leading delivery teams, you will focus on uplifting capability, strengthening delivery practices, and embedding standards, ensuring consistent outcomes across competing priorities. You will work closely with stakeholders across business, technology, and regulatory domains to drive alignment and successful delivery.

About you


You are an experienced senior leader with a strong track record in technology delivery across large-scale, business-critical systems, ideally within regulated or high-availability environments.


You understand the challenges of supporting and modernising legacy core systems, and have experience delivering transformation programs while maintaining operational stability and service continuity.


You bring strong delivery and prioritisation capability, with the ability to manage competing demands, meet regulatory deadlines, and ensure high-quality outcomes in complex environments. You are highly organised and able to maintain control across both BAU operations and strategic transformation initiatives.


You have experience leading teams and managing delivery across multi-vendor environments, ensuring alignment, accountability, and performance against agreed outcomes.


You are a strong stakeholder manager, able to engage effectively across business, technology, and regulatory groups, and confidently manage environments with high executive visibility and community impact.


With a calm, structured approach and strong decision-making capability, you are able to navigate complex challenges, manage risk, and ensure the delivery of secure, reliable, and customer-focused services across Transport’s licensing platforms.
