Job Description

[What the role is]

Wisma Geylang Serai (WGS) is one of PA's flagship integrated community hubs, bringing together community, cultural, and commercial facilities to serve residents in the Geylang Serai precinct. The Senior Manager (Integrated Programming & Partnership) leads the planning and delivery of integrated community programmes and partnership initiatives at WGS, working closely with grassroots organisations, co-located partners, and community stakeholders to widen outreach, celebrate cultural heritage, and build social capital in the precinct.

[What you will be working on]

  • Develop and implement integrated programming strategies for WGS in support of the Assistant Director, ensuring a diverse and inclusive range of community programmes that cater to residents' varied needs and interests to widen outreach and deepen community participation.
  • Coordinate with the WGS Programmes Advisory Committee, PA MESRA, and relevant PA divisions to plan and deliver national-level heritage and cultural programmes hosted at WGS, ensuring alignment with PA's community-building objectives.
  • Collaborate with Geylang Serai Community Club and co-located partners (CLPs) to co-develop complementary local programmes, avoiding duplication and maximising synergy across WGS facilities.
  • Plan and organise marquee Malay cultural events at WGS — such as the Hari Raya Bazaar, Bulan Bahasa, and arts events — to promote cultural awareness and strengthen community bonds in the Geylang Serai precinct.
  • Engage Marine Parade GRC grassroots organisations and external stakeholders to co-create community programmes that leverage WGS's integrated facilities and serve diverse resident segments.
  • Support the recruitment, onboarding, and development of volunteers in partnership roles, ensuring high levels of community involvement and minority-group participation in WGS programmes.
  • Supervise and guide the Manager (Integrated Programming) in day-to-day programme planning and execution, ensuring quality delivery and timely completion of workplan commitments.
  • Monitor programme outcomes and prepare progress reports for the Assistant Director to support evidence-based planning and continuous improvement of WGS's programming portfolio.

[What we are looking for]

Minimum - At least 2 to 5 years of working experience in management position.

Desired - Above criteria or at least 5 years of relevant experience in community programming, partnership management, events management, or grassroots work, with some supervisory experience.

Skills

  • Strong programme planning and stakeholder engagement skills, with the ability to coordinate across multiple internal and external partners.
  • Proven ability to manage volunteers and build community partnerships.
  • Good written and verbal communication skills in English and Malay.
  • Willingness to work on weekday evenings and weekends in support of community events.
  • Familiarity with the Malay community, cultural landscape, and heritage programmes relevant to the Geylang Serai precinct.
  • Experience working with grassroots organisations, arts groups, or cultural networks.
  • Proficiency in Malay to engage Malay-speaking community members and partners in the precinct.
