This role in Manassas, VA is responsible for overseeing the management, preparation, administration, and control of budgeting, forecasting, financial planning, and analysis activities while supporting federal programs and government contracts.The position serves as a key financial partner, providing audit-ready reporting, cost visibility, forecasting accuracy, and financial insight to support compliance, contract performance, and strategic decision-making.

We are seeking a Senior Manager, Financial Planning & Analysis, ideally with government contracting finance experience and a strong background in FP&A, cost accounting, and federal contract compliance supporting complex federal programs. Responsibilities

  • Financial Planning & Analysis: Lead financial planning activities including short-term forecasting, annual budgeting, long-range modeling, Estimates at Completion (EACs), trend analysis, and variance analysis to support organizational and federal program objectives.
  • Government Contract Finance & Compliance: Oversee financial management for federal programs, ensuring compliance with Cost Accounting Standards (CAS), government contracting requirements, contract reporting standards, and applicable regulatory requirements.
  • Audit Support & Cost Accounting: Prepare, analyze, and support audit-ready financial reporting, including Incurred Cost Submissions, disclosure statements, DCAA audit activities, rate variance analyses, and related financial reviews.
  • Leadership & Financial Operations: Manage and develop a small finance team responsible for budgeting, cost controls, financial analysis, accounting practices, invoicing, billing compliance, and financial reporting activities.
  • Business Partnership & Reporting: Partner with program leadership, management, and stakeholders to communicate financial performance, evaluate risks, provide recommendations, and support informed decision-making.
  • Process Improvement & Controls: Review financial processes, implement improvements, develop and oversee internal financial audits and cost controls, and ensure adherence to finance policies, procedures, budgets, schedules, and performance requirements.

Qualifications

  • Bachelor's degree and 10 or more years' experience, including 4 or more years' supervisory experience or equivalent experience.
  • Demonstrated ability to lead complex financial planning, budgeting, forecasting, compliance, and reporting activities while providing guidance to leadership and managing team performance.
  • Strong experience supporting government contracts, including Cost Accounting Standards (CAS) compliance, DCAA audits, Incurred Cost Submissions, disclosure statements, and contract financial reporting.
  • Experience managing Estimates at Completion (EACs), forecasting, variance analysis, and financial performance reporting for federal programs.
  • Knowledge of government contract types, including CPFF, FFP, and related federal contracting requirements.
  • Strong communication skills with the ability to explain financial concepts, processes, risks, and results to auditors, program managers, and business leaders.
  • Preferred: Experience managing finance and accounting functions supporting federal programs and customer-facing interactions with contracting officers and auditors.
  • Preferred: Experience with Department of Defense (DoD) contracts and federal agencies such as HHS.
  • Preferred: Experience supporting international program finance and multinational contract environments.
  • Preferred: Corporate finance experience combined with government contracting financial management expertise.

Benefits

The expected salary range for this position is $150,000 to $170,000 annually. Actual compensation will be determined based on experience and qualifications as well as internal equity and alignment with market data. In addition to base salary, this role may be eligible for additional incentive compensation including regular merit increases and the corporate bonus program.
