[What the role is]
This role strengthens PA's and Singapore's emergency preparedness posture by developing, implementing, and reviewing policies, systems, and recognition schemes that build the capabilities and readiness of PA and its Grassroots Organisations to respond to emergencies.
Working in close partnership with Whole-of-Government agencies and the SGSecure movement, the role drives community engagement and deepens collaborations with corporate and community partners to foster community participation for a caring and united Singapore.
[What you will be working on]
Key duties and responsibilities that need to be performed to meet the primary objective of the job include.
- Develops and establishes doctrine, policies, plans, EOP, SOP and systems to support EP and coordinates nationwide community emergency responses (e.g. haze, dengue, communal tension, infectious disease, fire, chemical incident etc)
- Supports PA’s NE and civil emergency CE roles and functions and works with PA Crisis Management Group (CMG), Divisions to implement PA crises responses. Works with PA Divisions to update and implement their NE and CE SOP and EOP requirements
- Point of contact for external agencies in supporting WOG NE/CE emergency collaborations and exercises and liaises with PA divisions on EP and NE/CE related activities including mask distribution, warehouse storage/delivery and replenishment matters.
- Manages PA Crisis Operations Centre (COC) and supports secretariat duties for emergency operations such as mask distribution to vulnerable groups upon haze activation, COVID-19 reports and SMM compliance, tropical storm or heatwave crises
- Oversee EP warehouse operations, including storage and delivery of EP items, to support peacetime and emergency functions — for example, coordinating with vendors and Constituency Offices on the distribution of N95 masks to vulnerable groups during haze activations.
- Oversees and provide guidance, advice and support to Constituency Offices and Community Emergency and Engagement Committees (C2Es) in preparing the community for emergencies through strengthening their capabilities and operational readiness
- Implement emergency preparedness training programmes and crisis response exercises to build and strengthen the capabilities and enhance the operational readiness of PA, community leaders, corporate/community partners, CRRTs and volunteers.
- Coordinates and compile reports and submissions on EP activities and programmes and engagement status of corporate members and partners
- Co-ordinates, co-creates, organizes and implements the EP programmes/ initiatives/roadshows to widen outreach and deepen engagement
- Serves as the primary point of contact for external agencies in supporting whole-of-government NE/CE emergency collaborations, exercises, and inter-agency EP programmes, while liaising with PA divisions on EP, NE/CE related activities, and follow-up coordination.
- Plan and conduct regular briefings and knowledge-sharing sessions for C2Es, C2E staff-in-charge, PA staff, GROs, partners, and external agencies on EP programmes, exercises, and good practices.
- Provide secretariat and operational support to the C2E Council EXCO, PA National Emergency Working Committee, and PA Crisis Management Group, and assist in the management and operation of the PA Crisis Operations Centre and Command Post.
- Attends C2E and project meetings to provide inputs and guidance on EP and SGSecure programmes, emergency operations, CCMG/CCOC/EOP/SOP and EP related matters.
- Support the 2nd Wing movement to expand partnership collaborations and facilitate engagement of corporate partners through PA Kopi Talks, dialogues, quick sensing, and feedback session.
- Performs other duties as assigned by Senior Officers
