About the Role

To become a pivotal part of Group Data Governance by partnering with 18+ local business units across Asia Pacific and Group functions (Operations, Healthcare, Investment, Finance and Human Resources) to deliver best data quality and governance for both structured and unstructured data

Roles and Responsibilities

This role will be based in Malaysia with a Groupwide scope and acts as an extension of the Group Data Governance team to independently support business units and Group functions on data governance.

The key responsibilities of this role include the following:

Group Data Governance Standard and Guidelines

  • To support 18+ business units and Group functions (Operations, Healthcare, Investment, Finance and Human Resources) in implementing the Group Data Governance Standard
  • To support the review, revision and expansion of the Group Data Governance Standard
  • To develop guidelines on data governance, e.g. reference data management and data format definitions

Unstructured Data Governance

  • To support new initiatives to expand the scope of data governance to unstructured data (e.g. critical documents) in addition to structured data (CDEs)

Data Audits, Risks and Controls

  • To support audits related to data governance and quality at Group and business unit levels
  • To prepare data quality key risk indicators for reporting
  • To support data risk and control assessments

Data Quality Issue Management

  • To enhance and maintain the data quality issue management (DQIM) module
  • To enhance and produce monthly Group data quality issue management dashboards
  • To review data quality metrics and investigate data quality issues to understand their root causes and follow up remediation plans with business units
  • To support the review and revision of data quality thresholds for identifying data quality issues

Groupwide Data Governance Tooling

  • To manage and upgrade the Groupwide data governance tool and VM
  • To research, identify and assess data governance tools, including those to govern structured and unstructured data, and with AI capabilities

Groupwide Data Dictionary of Critical Data Element (CDE) Definitions

  • To maintain and enhance the Groupwide data dictionary of CDE definitions, including CDEs, data quality rules, reference data, data quality thresholds, data domains, data owners, database mapping, PII labels, data classifications, metadata and business glossary, etc.
  • To support Group data owner functions in their reviews of CDE definitions to ensure their adequate coverage
  • To support Group data owner functions in defining enhanced and additional CDEs as well as data quality rules, e.g. for health clinical coding data standardisation
  • To support reference data management

Monthly Data Quality Assessments

  • To support business units on setting and monitoring data quality implementation targets
  • To enhance the Group frameworks for data quality assessments for business units and Group functions’ adoption
  • To support and upskill business units and Group functions on implementing and running monthly data quality assessments on CDEs
  • To collect and consolidate data quality metrics from business units and Group functions
  • To enhance and produce Group data quality dashboards
  • To review business units’ data quality implementation and data quality metrics

Financial and Non-Financial Measures:

  • BUs and Group functions’ compliance with the Group Data Governance Standard New metrics for unstructured data governance
  • Audit observations relating to data governance and quality
  • CDE Implementation%
  • Data Quality%
  • Number of Data Quality Issues
  • TDA Health Data Richness KPI (data quality)
  • CDE coverage reviews

Communication Requirements

  • To coordinate and follow up with business units and Group functions on data governance matters, including alignments across parties
  • To work with Group Data Governance colleagues across geographical locations
  • To liaise with external vendors on data governance tooling and VM

Job Requirements:

Education – University graduate or above in IT, Computer Science or related disciplines

Experience – 5-10 years of hands-on experience of working on data governance or related data areas independently using data tools based on business needs and regulatory requirements

Technical Skills –

  • Experience of governing unstructured data, e.g. critical documents and images
  • Experience of independently setting up, upgrading and managing data governance and data quality assessment software, preferably Data360 Govern and Analyze or equivalent tools, and VM
  • Experience of independently building and maintaining data dictionaries on data governance platforms, including CDEs, data quality rules, reference data, data quality thresholds, data domains, data owners, database mapping, PII labels, data classifications, metadata and business glossary, etc.
  • Experience of independently developing and performing data quality assessments using data quality assessment tools
  • Experience of independently developing and producing regular data quality dashboards using PowerBI or equivalent tools
