About us

Autism Resource Centre (Singapore) or ARC (S), is a not-for-profit charity based in Singapore, dedicated to serve individuals on the autism spectrum across their lifespan.

We offer a wide range of services from early childhood to education and adult years, including two social enterprises.

ARC (S) has been expanding our services over the years and in the coming year, we will embark on preparations for a transition from a registered society to a Company Limited by Guarantee (CLG). This marks an important milestone in ARC's organisational journey and reflects our commitment to strengthening governance, enhancing accountability, and positioning the organisation to better meet future needs.

Purpose of the role

Supporting our Executive Director for ARC (S) in this transformation, the incumbent will be the lead coordinator between regulators, government agencies, appointed external legal counsel, and other internal/external stakeholders throughout the project.

This is a Fixed-term contract with a project span of about 2.5–3 years, with potential to transition into a permanent role.

In the initial phase of this contract, candidate is expected to take on some aspects of Risk, Governance & Compliance work for the charity as part of the foundational work and familiarization process.

What you will do

• Serve as the primary liaison with regulators (Commissioner of Charities, Charity Council, ACRA, MOE, NCSS, and IRAS) and coordinate all conversion-related submissions, approvals, and regulatory correspondence.
• Manage external legal counsel and oversee the drafting, review, and execution of key legal documents, including the Constitution, by-laws, and novation agreements.
• Translate legal and regulatory requirements into practical implementation plans for Finance, HR, IT, Procurement, and Programme teams.
• Establish and maintain comprehensive project governance, including compliance trackers, action plans, risk registers, and progress reporting to the Executive Director and Board Steering Committee.
• Lead a lean project working team and drive cross-functional coordination across multiple stakeholders to ensure timely execution of conversion activities and resolution of issues.
• Identify, assess, and escalate project, legal, regulatory, and operational risks, providing actionable recommendations and mitigation strategies.
• Oversee the review, novation, and transfer of contracts, grants, licences, leases, MOUs, and other agreements to the new legal entity, ensuring completion within project timelines.
• Coordinate change management and stakeholder communications, supporting staff, donors, beneficiaries, partners, and other stakeholders through the transition.
• Prepare and deliver clear communications, briefings, and guidance materials that explain regulatory and legal changes in a practical and accessible manner.
• Ensure all conversion-related activities are completed accurately, efficiently, and in compliance with statutory, regulatory, and organisational requirements.

Requirements

• 8-10 years’ work experience, with minimum 5 years in corporate governance, legal/regulatory affairs, risk management or compliance, with at least 3 years leading complex, cross-functional work
• Prior experience coordinating a corporate restructuring, statutory conversion, merger, or other regulatory-intensive project is strongly preferred
• Sound working knowledge of the Charities Act, Societies Act, Companies Act, the Charity Council's Code of Governance for Charities and IPCs
• Demonstrated experience directly managing external legal counsel and liaising with government regulators
• Comfortable operating with a lean team and a direct reporting line to leadership, and able to coordinate cross-functionally without the structure of a large standing committee
• Excellent written and verbal communication skills, with a demonstrated ability to translate complex legal and regulatory matters into plain language for non-specialist audiences
• High personal integrity and discretion, given regular exposure to sensitive legal, financial and personnel information
