WHAT YOU'LL DO:

Purpose/Summary:

The Sr. Manager of Contract Compliance is a working leader responsible for the day-to-day execution and continuous improvement of the company’s customer contract and bid compliance function. The Sr. Manager personally owns complex bid/RFP responses, customer agreements, and escalated contract matters while leading and developing the contract team. The role requires deep expertise in federal contracting (FAR/DFARS), public procurement at the state and local levels, and GSA Schedule compliance, along with the ability to lead the continued evolution of AI-enabled contract operations.

Leadership and Team Management:

  • Lead, mentor, and develop the Manager of Legal Ops and, through that role, the contract specialist and proposal support team.
  • Oversee delegation of daily and weekly responsibilities, ensuring efficient management of contract reviews, bid reviews, and contract milestone monitoring.
  • Own training and development programs for newly hired and existing team members; build succession depth across the function.
  • Develop and uphold Standard Operating Procedures (SOPs) and quality standards for bid review, contract intake, and submission processes.

Contract Management:

  • Personally lead complex bid/RFP responses and escalated contract negotiations across municipal, county, state, and federal customers, coordinating cross-functional teams to deliver high-quality proposals aligned with strategic goals.
  • Evaluate bids/RFPs, aligning language with company objectives, presenting alternative solutions, and identifying issues for legal or business unit management consideration.
  • Conduct final review and approval of bid/RFP proposals and customer sales agreements, in conjunction with the VP of Legal Operations & Risk Management, transitioning to independent approval authority.
  • Track contract milestones, obligations, and key deliverables, ensuring follow-through on renewals, amendments, and compliance checkpoints.
  • Ensure the electronic signature process is accurate and complete, addressing any issues promptly.

Federal Contracting & GSA Oversight:

  • Ensure compliance with federal, state, and private procurement regulations, including FAR/DFARS, Buy American Act, Trade Agreements Act, flowdown requirements, and other relevant laws.
  • Provide oversight of the company’s GSA Schedule (MAS) compliance, including pricing compliance, modifications, and sales reporting; manage the relationship with the company’s outside GSA consultant and own internal accountability for schedule compliance.
  • Serve as the internal subject matter resource on federal acquisition requirements, cooperative purchasing vehicles, and public procurement processes.

AI-Enabled Contract Operations:

  • Own and extend the company’s library of AI-assisted contract workflows (bid compliance review, RFP response evaluation, customer contract review) in conjunction with the company’s CLM platform.
  • Expand AI-enabled coverage into obligation tracking, milestone monitoring, and disclosure compliance; measure and report efficiency and quality outcomes.
  • Lead the function’s progression toward autonomous contract management (ACM), where routine review, compliance checks, and first-pass drafting operate with human oversight rather than human execution.

Compliance and Regulatory Oversight:

  • Develop and implement internal controls and policies to ensure compliance with contract and regulatory reporting requirements.
  • Lead contract audit and review activities, ensuring all reporting requirements are met.
  • Implement strategies to review and identify contract disclosure requirements, ensuring the company meets all state and regulatory disclosures and ordinances; regularly assess compliance practices and recommend improvements.

Relationship Management:

  • Cultivate and maintain relationships with key customer contacts, particularly public procurement specialists and contracting officers.
  • Engage with internal stakeholders, including Sales, Legal, Inventory, Operations, and Finance teams, to facilitate communication and information flow.
  • Act as the principal liaison with federal, state, and private procurement management specialists and contracting officers.

WHAT YOU BRING

  • Bachelor’s degree in business administration, law, or a related field; advanced degree preferred.
  • Minimum of 7–10 years of experience in contract management, with at least 2 years in a leadership role with direct reports.
  • In-depth knowledge of FAR/DFARS, federal acquisition regulations, and public procurement processes; familiarity with GSA Schedule (MAS) administration and compliance strongly preferred.
  • NCMA certification (CFCM or CPCM) preferred.
  • Demonstrated experience implementing or operating AI and/or CLM tooling within a legal or contracts function.
  • Strong leadership and team management skills, including experience managing other managers or supervisors.
  • Excellent project management, organizational, and communication skills.
  • Proficient in Microsoft Word, Excel, Outlook, and internet navigation/research.
  • Ability to work effectively in a fast-paced, deadline-oriented environment.
