Job Description

Reporting to the Assistant Director (Project Management), the incumbent is responsible for managing construction projects primarily on site, overseeing consultants and contractors, and leading site teams to ensure timely project completion. The role works closely with internal Divisions to ensure all works are delivered in full compliance with the Hong Kong Housing Society’s requirements, quality standards, safety regulations and statutory obligations.

The Job

  • Manage and oversee multiple construction projects on site, ensuring effective delivery across the full construction cycle, with particular emphasis on foundation and substructure works as critical early‑stage activities.
  • Lead and supervise the internal site team, including Clerks of Works, Resident Engineers and Building Services Inspectors, to ensure consistent control and coordination from foundation works through superstructure, finishing and handover stages.
  • Implement HKHS site team management policies and the Integrated Quality System to ensure quality, safety and compliance throughout all stages of construction, including foundation, structural and building services works.
  • Monitor project progress continuously to identify delays, technical issues, sequencing conflicts or risks, particularly those arising during foundation works which may impact downstream construction activities.
  • Coordinate closely with Project Managers, consultants and contractors to resolve technical, design, scheduling and resourcing issues across the entire project lifecycle, ensuring smooth transition between construction stages.
  • Ensure full compliance with statutory, safety and environmental requirements, with heightened attention to high‑risk activities such as excavation, piling and foundation construction.
  • Endorse the engagement and deployment of contract site staff, ensuring they possess the appropriate competency to manage both foundation works and subsequent construction stages.
  • Oversee project handover, follow up on complaints and monitor defect rectification works, ensuring issues arising from any construction stage are properly addressed.

The Person

  • Degree in Building, Engineering, Architecture or other construction‑related disciplines, preferably with recognised professional qualifications such as MCIOB, MHKICM, MHKIE or equivalent.
  • Minimum 15 years’ experience in construction management, with at least 5 years’ experience in a senior managerial role overseeing large‑scale residential developments.
  • Substantial and proven experience in foundation and substructure works, including excavation, piling, ground works and related quality and safety management.
  • Demonstrated track record of managing the full construction cycle, from foundation stage through superstructure, fitting‑out and final handover, preferably with completion of at least two residential projects.
  • Thorough knowledge of the Buildings Ordinance, allied legislation and relevant Codes of Practice and Guidelines applicable to both foundation works and overall building construction.
  • Strong technical competence in construction sequencing, critical path management, interface coordination and risk control across different construction phases.
  • Proven leadership, people management and supervisory skills, with the ability to lead site teams through complex and high‑risk stages while maintaining overall project momentum.
  • Good command of spoken and written English and Cantonese, with strong communication and coordination across multidisciplinary teams.
