Job Description
Role Purpose
The Senior Manager – Civil Contracting will be responsible for leading and developing XAD's civil contracting division as a profit-driven business unit. The role focuses on business development, client relationship management, tender strategy, commercial performance, project profitability, and overall divisional leadership.
Day-to-day project execution will be managed by Project Managers and site teams. The Senior Manager will ensure that all awarded projects are commercially controlled, operationally deliverable, and aligned with XAD's business objectives. The role is supported by centralized functions including Accounts, HR, Admin, Procurement, and Logistics.
Key Responsibilities
1. Business Growth & Market Development
Identify and develop new civil contracting opportunities with clients, consultants, developers, main contractors, government entities, and private sector organizations.
2. Client & Consultant Relationship Management
Build and maintain senior-level relationships to generate new business opportunities and strengthen XAD's market presence.
3. Tender & Bid Strategy
Lead bid/no-bid evaluations.
Assess tender risks and pricing assumptions.
Support estimation and ensure commercial viability of bids.
4. Revenue & Profitability Management
Take ownership of divisional revenue targets.
Ensure project profitability, margin control, overhead recovery, and financial performance.
5. Commercial & Contractual Oversight
Manage contracts, payment terms, billing, certifications, variations, claims, subcontractor costs, retention, and final accounts.
6. Project Oversight
Oversee project execution through Project Managers.
Ensure alignment with budget, timeline, scope, quality standards, HSE requirements, and client expectations.
7. Resource & Capacity Planning
Coordinate internal resources including manpower, subcontractors, equipment, materials, and logistics support.
8. Subcontractor & Partner Network
Develop and manage a strong network of subcontractors, suppliers, consultants, and specialist partners.
9. Risk Management
Identify and manage commercial, contractual, technical, operational, HSE, and cash flow risks during tendering and execution phases.
10. Management Reporting
Provide regular reports to senior management on pipeline, tenders, project performance, revenue, margins, cash flow, risks, and key decisions.
Required Experience
Minimum 5+ years of experience in civil contracting, construction management, commercial management, or divisional leadership.
At least 2 years in a senior role involving business development, tendering, clients, and commercial performance.
Strong experience in UAE civil contracting market preferred.
Proven ability to develop and convert project opportunities into awarded contracts.
Strong knowledge of tendering, estimation, contracts, variations, claims, billing, and project profitability.
Experience dealing with clients, consultants, developers, main contractors, subcontractors, and authorities.
Qualifications
Bachelor's Degree in Civil Engineering, Construction Management, or related field preferred.
MBA or business management qualification is an advantage.
Candidates with strong civil contracting experience and proven market credibility may also be considered.
