Job Description

GENERAL DESCRIPTION

To lead the strategic direction, growth and performance of the Government Business & Strategic Partnerships function by driving sustainable revenue generation, expanding Government-to-Business (B2G) opportunities, developing strategic collaborations, strengthening stakeholder relationships and ensuring operational excellence across all government business activities. The role is responsible for positioning the Company as a preferred healthcare partner within the Government sector while ensuring full compliance with government procurement policies, regulatory requirements and corporate governance standards.

JOB

Strategic Leadership & Business Development

  • Develop and execute the overall Government Business & Strategic Partnerships strategy aligned with the Company's corporate objectives and long-term growth plans.
  • Lead the expansion of Government Business opportunities across the Ministry of Health (MOH), Ministry of Education (MOE), public universities, teaching hospitals, government-linked institutions and other Federal and State Government agencies.
  • Identify, evaluate and pursue new business opportunities, strategic collaborations and partnership initiatives that support sustainable revenue growth.
  • Develop long-term Government Business pipeline and market expansion strategies.

Government Business Management

  • Lead and oversee the overall Government Business Unit covering Commercial, Tender Management, Regional Support and Operations functions.
  • Direct Government tender planning, opportunity assessment, participation strategy and submission across all Government procurement platforms.
  • Review and approve tender participation, commercial proposals, pricing strategies and business recommendations.
  • Monitor Government contract performance, utilization, renewal opportunities and revenue realization.
  • Drive continuous improvement initiatives to enhance tender success rate, operational efficiency and business competitiveness.

Strategic Partnerships & Stakeholder Engagement

  • Establish and strengthen strategic partnerships with Government ministries, healthcare agencies, universities, teaching hospitals, professional bodies and industry partners.
  • Build and maintain strong executive-level relationships with key decision makers, procurement authorities, healthcare institutions and strategic stakeholders.
  • Represent the Company in strategic engagements, industry forums, Government initiatives and partnership discussions.
  • Identify collaborative opportunities involving healthcare programmes, supply arrangements, innovation initiatives and public-private partnerships.

Commercial & Portfolio Management

  • Lead principal onboarding initiatives and strengthen strategic supplier relationships to expand Government product portfolios.
  • Evaluate market trends, Government healthcare priorities and procurement opportunities to support portfolio development.
  • Collaborate with Business Units and Principals to introduce new products and innovative healthcare solutions into the Government market.

Operational Excellence

  • Ensure effective coordination between Commercial, Tender, Finance, Supply Chain and Operations teams for successful contract execution.
  • Provide strategic oversight of SST issuance, contract activation, utilization and renewal to ensure effective execution and compliance with Government procurement requirements.
  • Establish and monitor Government Business performance dashboards including tender pipeline, contract register, revenue tracking, partnership initiatives and business performance indicators.
  • Lead periodic Government Business performance reviews and drive timely resolution of operational issues and business challenges.

Financial & Performance Management

  • Drive achievement of Government Business revenue targets, profitability and business growth objectives.
  • Monitor key performance indicators including tender pipeline value, tender win rate, contract awards, partnership outcomes and revenue performance.
  • Prepare business reports, strategic updates and performance presentations for Senior Management and Executive Leadership.

Governance, Compliance & Risk Management

  • Ensure full compliance with Government procurement regulations, tender requirements, company policies and applicable legal and regulatory obligations.
  • Ensure adherence to ISO standards, GDPMD requirements and other relevant quality management systems.
  • Promote sound corporate governance, ethical business practices and effective risk management across all Government Business activities.

Other Responsibilities

  • Lead or participate in strategic corporate initiatives, transformation projects and business development programmes assigned by Management.
  • Provide leadership, coaching and professional development to team members to build high-performing and customer-focused teams.
  • Foster collaboration across internal departments to ensure effective execution of Government Business strategies.
  • Promote continuous improvement, innovation and operational excellence within the function.
  • Undertake any other duties and responsibilities assigned by Management from time to time in line with the Company's business objectives.

JOB REQUIREMENT

Education

  • Bachelor's Degree in Business Administration, Pharmacy, Healthcare Management, Public Administration, Marketing or a related discipline.
  • A Master's Degree (MBA or equivalent) is an added advantage.

Knowledge and Experiences

  • Minimum 10 years of relevant working experience, with at least 5 years in a managerial or leadership role, preferably within the healthcare, pharmaceutical, medical devices or Government-related industries.
  • Proven experience in Government Business (B2G), Government procurement, business development or strategic partnerships.
  • Strong understanding of Government procurement policies, ePerolehan (EP), MyProcurement, tender management processes and public sector contracting.
  • Demonstrated experience in developing and executing business growth strategies and managing high-value Government tenders and contracts.
  • Established network and strong stakeholder engagement experience with Government ministries, healthcare institutions, public universities, Government agencies and industry partners.
  • Experience in leading cross-functional teams and driving organisational performance across commercial, tender and operational functions.
  • Proven track record in achieving revenue growth, business expansion and strategic partnership development.

  • Strong strategic leadership with the ability to develop and execute Government Business and Strategic Partnership initiatives.
  • In-depth knowledge of Government procurement policies, ePerolehan (EP), tender management and public sector contracting processes.
  • Strong commercial acumen with experience in business development, pricing strategy, negotiation and contract management.
  • Proven ability to establish and maintain strategic relationships with Government ministries, agencies, healthcare institutions, universities, principals and business partners.
  • Strong stakeholder management, influencing and negotiation skills at senior management and executive levels.
  • Ability to lead cross-functional teams and drive collaboration across Commercial, Tender, Operations and Supply Chain functions.
  • Strong analytical, financial and business planning skills with experience in performance management using KPIs and business dashboards.
