We’re looking for a strategic and collaborative Senior Manager, Business Applications to lead day-to-day operations of the Salesforce applications delivery work unit. In this role, you’ll help us to assign, prioritize, monitor, and maintain workflow while coaching, leading, and mentoring staff. You will use your expertise in application delivery to consult and guide your team, and may be involved in our budgeting process.

Essential Duties:

In this role, you will be responsible for the strategic direction and operational success of our Salesforce program. Your core outcomes include:

  • Strategic Salesforce Leadership: Drive the strategic roadmap and operational execution of the Salesforce program to meet agency objectives, ensuring solutions are scalable and aligned with business needs.
  • Outcome: Establish and maintain a multi-year product roadmap that shifts the program from reactive ticket-taking to a proactive service model, decreasing external vendor reliance by 20% annually through OIT-led solution ownership and development.
  • High-Performing Team Management: Lead, mentor, and cultivate a high-performing team, fostering an inclusive environment that promotes equity, diversity, and continuous professional growth.
  • Outcome: Implement a real-time skills-to-role mapping framework, ensuring 100% of staff have a documented professional development path, while delegating tactical execution to direct reports to increase internal autonomy and reduce key-person dependency.
  • Operational Excellence & Delivery: Optimize Salesforce solution delivery by implementing best practices, Agile methodologies, and DevSecOps principles, while maintaining high standards for performance and quality.
  • Outcome: Increase deployment velocity by 50% by automating 80% of routine maintenance and security patching tasks, transitioning the team from manual configuration to an Infrastructure-as-Code (IaC) and Policy-as-Code (PaC) operational baseline.
  • Stakeholder Partnership: Build and maintain strong cross-functional relationships to align application strategy with business goals and ensure high stakeholder satisfaction.
  • Outcome: Standardize agency intake and service delivery, achieving a 90% stakeholder satisfaction rate by providing full transparency into the platform roadmap and reducing "front-door" onboarding time for new agency POD requests.
  • Performance Accountability: Establish and track clear performance metrics to ensure quality, timely delivery, and operational excellence across all program deliverables.
  • Outcome: Institutionalize a program-wide performance dashboard that tracks critical KPIs—including SLA adherence, system uptime, and technical debt reduction—ensuring data-driven insights influence 100% of major architectural and budgetary decisions.
  • Financial Stewardship & Contract Lifecycle Management: Oversee the program's fiscal health, managing complex enterprise contracts to ensure financial sustainability and maximum negotiation leverage.
  • Outcome: Optimize the financial health of the program by ensuring 100% cost recovery through a transparent billing model, while proactively negotiating enterprise agreements that align with State fiscal cycles and eliminate "hidden" vendor overhead.
  • Security & Compliance Governance: Enforce enterprise-wide security, accessibility, and privacy standards to protect sensitive state data and ensure rigorous adherence to NIST and Section 508 regulations.
  • Outcome: Transition from reactive, ad-hoc audits to a "Compliance-as-Code" operational model, reducing manual audit overhead by 60% and ensuring all Salesforce orgs pass automated accessibility and security gating before production deployment.
  • Intake & Demand Orchestration: Streamline the front-door service intake process, transitioning agency interactions from informal requests to integrating with a standardized POD model.
  • Outcome: Successfully implement an intake pipeline that provides agencies with real-time visibility into their status, roadmap alignment, and resource allocation, reducing manual request processing time by 40%.
  • Legacy Rationalization & Tech Debt Reduction: Lead the systematic effort to clean up the existing footprint, prioritizing the removal of technical debt to improve overall system performance and upgradeability.
  • Outcome: Execute a 60-org rationalization plan that identifies and refactors "petrified" custom code, replacing bespoke legacy configurations with standard, out-of-the-box Salesforce features to ensure a modern, low-code, and highly maintainable platform.
  • AI Innovation & Adoption: Lead the strategic adoption of Salesforce AI and automation tools to enhance agency capabilities and service delivery efficiency.
  • Outcome: Accelerate agency productivity by integrating Salesforce AI (e.g., Einstein, Data Cloud, Prompt Builder) into core workflows, ensuring at least three high-impact AI use cases are deployed annually that directly reduce manual effort and improve decision-making speed for end users.

Qualifications

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While most salary offers are made within the posted range, occasionally an offer is made below or above the posted range based upon this salary analysis.

This is a skills-based job announcement. The required minimum qualifications and/or education (if substituting for the proven experience, knowledge, and skills), are as follows:

Minimum Qualifications:

  • A minimum of six (6) years of experience managing complex IT application portfolios and leading high-performing development teams.
  • Demonstrated professional experience leading a large-scale Salesforce program, including oversight of solution architecture, delivery, and operational support.

Substitutions:

  • Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications.
  • Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.
  • If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year

Preferred Qualifications:

  • Experience leading teams through organizational or operational transformation, specifically shifting from reactive support models to proactive "Platform-as-a-Product" delivery.
  • Proven experience working with both custom-developed applications and complex third-party vendor solutions.
  • Proven experience implementing modern DevOps practices (CI/CD, Infrastructure-as-Code, Policy-as-Code) within a Salesforce ecosystem.
  • Demonstrated success in strategic roadmap development, multi-year capacity planning, and managing platform financial health (Budgeting, Cost+ models).
  • Public sector/government experience in a leadership capacity, particularly in navigating complex stakeholder environments.
  • Deep understanding of performance metrics, analytics, and data-driven decision-making to reduce technical debt and improve SLA adherence.
  • Experience establishing or operating a formal Center of Excellence (CoE) to govern platform standards, security, and accessibility (WCAG/Section 508).
  • Master’s degree in Business, Information Technology, Computer Science, or related fields.
  • Relevant industry certifications (e.g., Salesforce Architect/Administrator, ITIL v4, PMP, Certified Scrum Master).

Conditions of Employment:

OIT employees must comply with any screening procedures in place at state agency locations where they might perform work.

This position may require travel within the specified geographic area, and to locations across the state as needed.

While candidates from out of state will be considered for this role, the candidate selected for the position must relocate and reside in Colorado on the first day of their new position.
