The Senior Manager, Medicaid Controllership Center of Excellence will lead initiatives that strengthen controllership operations, standardize processes, improve governance, and advance finance transformation across the Medicaid Controllership organization. This role will partner with leadership to optimize operating models, leverage technology, and implement scalable solutions that strengthen financial controls, improve consistency, and simplify business processes.
Key Responsibilities
Support the development and execution of the Medicaid Controllership Center of Excellence strategy by identifying opportunities to standardize processes, strengthen governance, improve operational effectiveness, and implement scalable solutions across Medicaid markets.
Lead continuous process improvement efforts by identifying opportunities to simplify workflows, eliminate non-value-added activities, and improve the overall efficiency of the Medicaid Controllership organization.
Partner with the Medicaid Controller, Controllership Leadership Team, Market CFOs, Health Plan Finance, and Actuarial to identify best practices, align initiatives, transition repeatable activities into standardized processes, and drive operational excellence.
Develop and implement standardized policies, procedures, tools, templates, governance frameworks, and best practices that improve consistency, scalability, compliance, and adoption across the organization.
Lead cross-functional initiatives from strategy through implementation, including project planning, stakeholder engagement, executive communication, change management, training, and adoption.
Develop KPIs, dashboards, and executive reporting to measure operational effectiveness, monitor transformation progress, assess process performance, and support continuous improvement.
Foster a culture of innovation and continuous improvement by identifying leading practices, promoting automation and AI opportunities, reducing manual activities, and driving sustainable operational excellence.
The ideal candidate is a strategic finance leader with strong controllership expertise, exceptional communication and relationship-building skills, experience leading finance transformation initiatives, and a proven ability to influence cross-functional stakeholders and drive organizational change within a complex, matrixed environment.
Required Qualifications
Bachelor’s degree in Accounting, Finance, Business Administration, or a related field.
7+ years of progressive experience in Accounting, Finance, Controllership, Financial Operations, Operational Excellence, or Finance Transformation.
Strong knowledge of financial reporting, month-end close, internal controls, reconciliations, accounting operations, and governance practices.
Experience leading process improvement, finance transformation, automation, continuous improvement, or enterprise-wide initiatives.
Strong project management, analytical, communication, presentation, and change management skills.
Proven ability to analyze complex processes, identify improvement opportunities, and implement sustainable solutions.
Preferred Qualifications
CPA, MBA, or other relevant professional certification preferred.
Experience supporting Medicaid or managed healthcare finance organizations.
Experience with SAP S/4HANA, Oracle, BlackLine, or comparable ERP and financial systems.
Experience with AI, automation, Power BI, Power Query, Copilot.
Experience developing executive-level business cases, presentations, dashboards, and strategic recommendations for senior leadership.
Pay Range
The typical pay range for this role is:
$75,400.00 - $182,549.00
This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above. This position also includes an award target in the company’s equity award program.
