Job Description

[What the role is]

The Senior Manager (Admin) leads the transformation of procurement and administrative operations within the Arts & Culture Division (ACD), with a focus on establishing division-wide standard operating procedures (SOPs). The Senior Manager ensures that ACD's operational foundations are future-ready, compliant with government guidelines, and capable of supporting the division's growing portfolio of community programmes and events. Beyond transformation work, the Senior Manager plays a key part in the operation aspects to bring the annual Chingay parade to life, taking on different operational responsibilities in the lead-up to and during the parade to ensure its smooth delivery. Through these varied contributions, the Senior Manager supports ACD in delivering meaningful, high-quality community experiences that advance PA's mission of building and bridging communities.

[What you will be working on]

  • Procurement & Admin Transformation:
    Lead the end-to-end transformation of ACD's procurement and administrative processes by mapping existing workflows to identify gaps, digitalising paper-based processes, and designing and rolling out standardised operating procedures (SOPs), to improve governance, efficiency, and staff compliance across the division.
  • Change Management:
    Support the Assistant Director in driving adoption of new processes, systems, and technologies across ACD by developing staff capability through targeted training and e-learning initiatives, and managing the transition to new ways of working.
  • Procurement & Admin:
    Manage procurement and administrative processes, ensuring compliance with SOPs and government guidelines throughout the event cycle, and applying lessons learnt to strengthen future procurement and administrative practices.
  • Operational Support:
    Take on different operational responsibilities in the lead-up to and during the annual Chingay Parade, including supporting volunteer coordination, logistics, and partner management, to ensure the smooth and successful delivery of one of Singapore's most iconic national events.
  • Data & Performance Management:
    Maintain data management systems and use performance metrics to monitor the effectiveness of transformation initiatives and operational processes, making evidence-based recommendations for continuous improvement.
  • Any other duties assigned

[What we are looking for]

Must Have:

  • At least 3–5 years of relevant working experience in procurement, administration, or operations, with demonstrated experience in process improvement or transformation work
  • Good analytical and problem-solving skills, with meticulous attention to detail
  • Good understanding of the Government Instruction Manual on Procurement
  • Good written and verbal communication skills, with the ability to engage and influence stakeholders at various levels
  • Ablility to manage multiple priorities independently in a fast-paced environment
  • Willingness to work irregular hours, including weekday evenings and weekends, particularly during the Chingay season

Nice to Have:

  • Familiarity with GeBIZ, Workday, or other government procurement and finance systems
  • Experience developing and implementing SOPs or process documentation
  • Familiarity with digital tools or automation technologies to improve administrative or operational workflows
  • Experience applying AI tools or automation technologies to improve administrative or operational workflows (e.g., using AI for document processing, data extraction, or workflow automation)
  • Experience in events operations or logistics, particularly for large-scale public events
